Problems/Comments

1993 Dames & Moore remove one 8,000 gallon diesel UST and one 8,000 gallon gasoline UST from the Tazlina Maintenance Station. Approximately 2,000 cubic yards of contaminated soil were removed from a single excavation, which extended to a depth of 25 feet below the diesel UST and 32 feet below the gasoline UST. Samples at the base of the excavation contained benzene at 40 to 120 mg/kg; DRO form 63 to 960 mg/kg; and GRO from 3,100 to 7,500 mg/kg. Another 2,000 gallon used oil UST was removed in 1997; approximately 10 cubic yards of contaminated soil was stockpiled on site. Benzene levels at the base of the excavation measured 0.047mg/kg. The onsite drinking water well does not contain benzene, toluene, ethylbenzene, or xylenes (BTEX) above the laboratory practical quantition limits. The nearest surface water is 1/4 mile away. The stockpiled soil was used in a road construction project.

12/6/2005 Conditional Closure Approved NFRAP letter approved. Contaminated soil remains beneath the former tanks. The area of highest contamination was in TP-1 between 35 and 38 feet below ground surface. This area contained DRO up to 1,180 mg/kg, benzene 7.21 mg/kg, toluene 51.8 mg/kg and ethyl benzene at 11.6 mg/kg. This residual contamination is over 100 feet above the water table, is underlain by clay and frozen silt soils, and is buried under 35 feet of clean soil. There is residual contamination remaining in the ground but its location does not pose a risk and it will naturally attenuate over time. Kim DeRuyter
12/6/2005 Institutional Control Record Established In accordance with 18 AAC 75.325(i), ADEC approval will be obtained prior to removal and/or disposal of soil or groundwater from this site to an offsite location. If excavation is planned for the area of the former USTs, a plan to address the contamination remaining there shall be submitted to ADEC for review and approval. In accordance with 18 AAC 75.380(d)1) ADEC reserves the right to require additional site assessment, monitoring, remediation, and/or other necessary actions at this facility should new information become available that suggests any contamination at this site may pose a threat to human health or safety, or the environment. ADEC will consider a Site Closure (and removal of institutional controls) only after the soil and/or groundwater achieves the established cleanup levels for the site. Kim DeRuyter

Description Details
When Contaminated Soil is Accessible, Remediation Should Occur If excavation is planned for the area of the former USTs, a plan to address the contamination remaining there shall be submitted to ADEC for review and approval.
Advance approval required to transport soil or groundwater off-site. Standard condition.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
Periodic Review ADEC will conduct a review of site conditions every five years.
