Problems/Comments

During the removal of one 3,000-gallon gasoline underground storage tank (UST), and one 4,000-gallon diesel UST, approximately 400 cubic yards of contaminated soil were removed and thermally remediated. Benzene levels were from 4.5-460 parts per million (ppm), gasoline range organics (GRO) levels were from 1,200-9,500 ppm, and diesel range organics (DRO) levels were from 190-19,000 ppm - in soil.

11/16/2005 Update or Other Action Using Figure 1 from a Summary Report Underground Storage Tank Closure Report DOT&PF Maintenance Facility, from AGRA Earth & Environmental, dated December 1997, in conjunction with TopoZone Pro and the KPB Parcel Lookup, entered the coordinates for this site. Metadata includes No Topo Basemap, TopoZone Pro Street Maps, Black and White Aerial Photo, on a Medium Size Map, View Scale 1:10,000, Coordinate Datum NAD83. High degree of confidence in accuracy of location. Alyce Hughey

6/20/2006 Update or Other Action Review data and approve transport of contaminated soil and GW to Anchorage for treatment & disposal. Donald Seagren
9/19/2006 Underground Storage Tank Site Characterization or Assessment Reviewed site assessment report. Soil & GW contamination remains exceeding cleanup levels. Considering current site use, the documented contamination should not pose an immediate risk to human helath and the environment - although the extent of GW contamination has not been defined. Cleanup and possible additional assessment needed. Donald Seagren
10/9/2006 Update or Other Action Prepared and issued a Request for Proposals for groundwater sampling which is to occur in the spring of 2007. ADEC Term Contractor Shannon & Wilson was selected to perform this work. Donald Seagren

4/8/2008 Underground Storage Tank Site Characterization or Assessment Shannon & Wilson Site Characterization report dated February, 2008. Soil borings sampled in 2007 did not contain any contaminants exceeding soil cleanup levels. Groundwater samples from 3 of the 10 MWs contained concentrations exceeding ADEC groundwater cleanup levels. The groundwater concentrations were generally an order of magnitude lower than 2006 levels. The groundwater contaminant plume appears to be defined. Long term groundwater quality monitoring should continue at this site, based on funding availability. Donald Seagren
6/12/2009 Update or Other Action February 2008 Site Characterization, ADOT&PF Maintenance Facility, Homer, Alaska submitted by Shannon and Wilson April 17, 2008 to the RFA: Grants, Loans and Contracts office. The report documents work beginning April 17, 2007 as well as historical data. This report was sent to Soldtona staff on this date. Pam Clemens
3/7/2010 Site Characterization Workplan Approved An RFP was released for a long term groundwater sampling and analysis event. Term Contractor SLR's proposal was received, reviewed, and approved. An NTP was issued to SLR, and the sampling event is to occur in the 2010 field season. Paul Horwath
12/28/2010 Site Characterization Report Approved Term Contractor SLR's 2010 Ground Water Monitoring Report, dated November 2010 has been reviewed. Groundwater samples were collected from the MWs in May, 2010. Groundwater contamination remains in concentrations greatly exceeding ADEC groundwater cleanup levels in MWs 6, 7, and 8. Paul Horwath
12/29/2010 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 77631 USTs. Paul Horwath
3/23/2012 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 77631 USTs. Paul Horwath
6/25/2014 Document, Report, or Work plan Review - other Paul Horwath approved the Shannon & Wilson June 17, 2014 Work Plan for Groundwater Sampling at the ADOT&PF Homer Facility that will include the documenting of the field activities for the site, and including the measurement information for the monitoring wells such as depth of monitoring wells, depth to groundwater, etc. Alyce Hughey
12/10/2014 Site Characterization Report Approved Review term contractor Shannon & Wilson's DRAFT GW sampling and analysis report, covering the July 2014 GW sampling event at this site. Provide edits/corrections. GW contaminant concentrations in MW-8 remain high, consistent with the 2010 GW sampling event. Suggests there may have been another release at this site, or GW flow direction is now to the NW, rather than in the southerly direction that was previously determined back in the 2000s. Paul Horwath
3/12/2015 Update or Other Action Decimal Lat/Long coordinates collected using ADEC Internal GIS map, and entered into database. 59.659327 -151.642426 Paul Horwath
3/23/2020 Update or Other Action Once the department is out from under the CAFO, DOT&PF will address the GASB 49 sites annually based upon risk, costs, and available funding. DOT&PF’s primary goal will be to focus its available resources where the risks of exposure are greatest, which is mentioned in the draft MOU between DOT&PF and DEC. This site will be added to DOT&PFs list to evaluate post-CAFO. At this time there is no available funding for remediation or work at the site per email with Erik Norberg. DOT&PF has not submitted a work plan for this site Jessica Hall

The work described is to characterize the remaining hydrocarbon-impacted soil and groundwater in the vicinity of an aboveground storage tank (AST). Kris Dent
5/31/2024 Document, Report, or Work plan Review - other Had a phone discussion with QEP regarding the work plan, timeline of work, and existing wells. Also discussed previous contamination in the monitoring wells and if free product is encountered during 2024 work. Kris Dent
