Problems/Comments

Soil and groundwater contamination was discovered during a 1997 Site Assessment conducted to facilitate a property transfer. A 3,000 gallon buried heating oil tank was removed, contamination associated with this tank appeared to be below ADEC cleanup levels. Contaminated soil beneath a leaking above ground heating oil tank was removed to the extent practical. However, contamination above ADEC cleanup levels remained near the building foundation and possibly beneath the building. In addition, a buried 500 gallon used oil tank was removed. Contamination at the limits of the excavation of the used oil tank near the building foundation exceeded cleanup levels. Long term monitoring (1997 - 2006) indicates concentrations of groundwater contamination has declined. An impermeable layer in the form of a concrete pad was placed over the soil contamination associated with the AST which was repaired and put back into service. The remaining contamination does not pose a threat to human health or the environment, and the site is currently under consideration for a conditional closure.

6/11/2003 Long Term Monitoring Established Received letter from Rockwell Engineering & construction (RPCON) stating that the long term monitoring plan approved in May 2003 will be implemented in early June 2003. The letter stated that long term monitoring was the first priority. The approval letter from Richmond in May 2003 (email) indicated that the former AST was still a concern since GRO, DRO and total BTEX at the water table were 423, 8410, and 35.4 mg/kg, respectively. Richmond comments also stated that indoor air quliaty must be addressed, continued monitoring for PCE was neccesary , and documentation on the closure of the former Class V injection well was not on file at DEC. 10/13/2004 Document, Report, or Work plan Review - other The 2004 Groundwater sampling report was received for 3615 Braddock Street. Groundwater samples were collected from the MW-1, DP-1 and the on-site well which is a deeper well. All the samples were analyzed for DRO. All samples taken from DP-1 and the deep well on-site were non-detect. MW-1 had 17.9/20.2 mg/L DRO on 5/18/04 and 11.3/13.1 mg/L on 9/14/04. They propose sampling again in May of 2005. 10/19/2005 Document, Report, or Work plan Review - other ADEC staff reviewed the report with the results from September 12, 2005 groundwater sampling. According to the report, test results for MW-1 show DRO concentrations of 9.61 mg/L and 8.22 mg/L (duplicate). The test results for DP-1 and the on-site deep well that serves the shop bathroom were non-detect. Rockwell concludes that DRO in MW-1 continues its overall downward concentration trend. 10/12/2006 Document, Report, or Work plan Review - other ADEC received the 2006 groundwater monitoring report for the 3615 Braddock Street site. Three wells were sampled during the sampling event: MW-1, DP-1, and water well B3615-DW. Both DP-1 and the drinking water well were non-detect for DRO and MW-1 had 6.82 mg/L of DRO. Deborah Williams
12/1/2006 Institutional Control Record Established A Notice of Environmental Contamination shall be filed with the State of Alaska, Recorders Office that identifies the nature and extent of contamination remaining at the site and any site specific conditions. The ADEC Database shall also note the nature and extent of the contamination remaining on site and the site specific conditions. In accordance with 18 AAC 75.325(i), the removal and/or disposal of soil or groundwater from this site to an off site location requires ADEC review and approval. If the contaminated soil remaining on site becomes accessible and/or is determined to pose a risk in the future, a plan to address the contamination shall be submitted to ADEC for review and approval. DRO up to 19,900 mg/kg and GRO up to 593 mg/kg remain in the soil beneath the former AST, and buried underground storage tank. Groundwater has been impacted and a sample from MW-1 near the former used oil USTcontained 6.82 mg/L DRO on 9/12/06.
