Problems/Comments

A site assessment was conducted to evaluate soil and groundwater quality during removal of two 10,000-gallon gasoline USTs, one 10,000-gallon diesel fuel UST, one 500-gallon waste oil UST, one 250-gallon waste oil UST, six dispensers and a vehicle lube pit and sand trap/oil-water separator was also decommissioned. Soil and groundwater were found to be impacted by petroleum hydrocarbons. A total of 1,028.79 tons of contaminated soil was thermally remediated at Clean Soils, Inc., and Alaska Soil Recycling. A Soil Vapor Extraction System was installed, and in October 2005 an Air Sparging System was installed. The air sparge treatment system was started in November 2006. SVE, air sparge, and long-term groundwater monitoring continues. Updated 2-26-07 by Paul Horwath. Update 9-18-09 by Pam Clemens: The 250-gallon waste oil tank above is listed on the UST registration as a 400-gallon tank that was taken out of service in 1997.

There has been a change in the groundwater flow direction since the installation of the air sparge system in October of 2006. Site conditions remain stable with a continual decrease in hydrocarbon concentrations. With the adjustment of the air sparge system now operating on a 2-hour on/2-hour off continuous cycle at AS-1 in an effort to increase the effectiveness near Test Hole MW, where the highest concentrations levels are located, it is hoped that there will be a continual trend of decrease concentration levels. Since the adjustment of the air sparge system now operating on a 2-hour on/2-hour off continuous cycle at AS-1 during 2008, it appears that the concentrations are decreasing in Test Hole MW, where the highest contaminant levels were located. Some residual contamination above the groundwater cleanup levels in Monitoring Wells G-1 and G-3 has resurfaced possibly due to the flooding event prior to sampling. Alyce Hughey

Site conditions remain stable with a continual decrease in hydrocarbon concentrations. The Benzene concentrations detected in G-3 have decreased from the first monitoring event performed during 2009 to now just above the groundwater cleanup levels. The treatment system is currently operating 24 hours a day with the air sparging system operating on a 2-hour on/off cycle. Since the air sparge system was adjust in August of 2008 to a 2-hour on/off cycle the dissolved oxygen levels in Test Hole MW have been consistently elevated generally in the 7 to 9 milligrams per liter range. During the July 29, 2010 groundwater sampling event benzene concentrations were detected above the groundwater cleanup levels in monitoring well G-3. Monitoring well G-3 has detected benzene above the groundwater cleanup levels for the past four sampling events. The last time G-3 detected benzene above the groundwater cleanup levels was in April of 2005. 7/29/2011 Document, Report, or Work plan Review - other Reviewed the July 2011 Mid-Point Rebound Test Sampling, dated July 21, 2011, from MWH. On July 5, 2011 a mid-point rebound test was performed. One groundwater monitoring well was sampled with low levels of benzene and toluene being detected below the groundwater cleanup levels. Air samples were taken after the remediation system was turned on and air samples were taken after 15, 60 and 120 minutes with GRO and BTEX not being detected in the air samples taken. The remediation systems will remain off for an additional 6 months and then another monitoring event will be conducted to see if petroleum hydrocarbons return to the groundwater. Alyce Hughey

3/12/2012 Document, Report, or Work plan Review - other Reviewed the December 2011 Monitoring Event and Regound Test Report, dated February 2012, from MWH. The twelve month rebound test was conducted on December 14, 20and 21, 2011. Groundwater samples were collected from all of the groundwater monitoring wells on December 14, 2011; with only one well G-3, detecting Benzene above the groundwater cleanup levels at 0.0375 mg/l located cross-gradient of the site on the other side of the New Seward Highway. All of the on-site groundwater monitoring wells remained below the groundwater cleanup levels. Air samples were taken after the remediation system was started on December 20, 2011 and samples were collected after one and twenty-four hours. The air samples were analyzed for BTEX and GRO, with none of the analytes being detected in the air samples. Alyce Hughey

10/4/2012 Cleanup Complete Determination Issued Residual soil contamination remains in the subsurface soil exceeding the ADEC's Method Two 'Direct Contact' soil cleanup levels; however ADEC has determined there is no unacceptable risk to human health or the environment provided that the site remains in compliance with the established institutional controls. Therefore, ADEC is issuing a Corrective Action Complete Determination with Institutional Controls, subject to the following ICs and/or conditions: Any future change in land use may impact the exposure assumptions. If land use and/or ownership changes, the current land owner shall report these changes to ADEC within 14 days, as these ICs may no longer be protective and ADEC may require additional remediation and/or ICs. Water wells may not be installed on this property without the prior notification and approval of ADEC. The most recent soil sample analytical data reported BETX, GRO, and DRO contamination exceeding the applicable soil cleanup levels with the attached MWH Figure 1, Area of Concern for Deed Notice. Any proposal to excavate, transport, move, treat, and/or dispose of residual sub-surface contaminated soil located more than 5 feet below ground surface within this area of concern requires prior ADEC notification and approval. A Notice of Environmental Contamination (NEC) will be placed on the property and recorded in the Anchorage, Alaska Department of Natural Resources Land Recorder's Office. All groundwater monitoring wells associated with this project must be decommissioned in accordance with ADEC's Monitoring Well Guidance. Paul Horwath
