Sent a letter this date in response to review of the site assessment report from New Horizons Telecom, Inc., titled "Big Su Lodge, Underground Storage Tank, Permanent Closure Site Assessment" dated 7/25/97, received 8/25/97. Soil heavy with contamination was encountered to the south (fill end) of all the tanks below 12 feet bgs and seemed t be radiating from Tank 2 which at different times contained both diesel and leaded fuel. A small GW seep was encountered at 10 feet bgs on the west sidewall during excavation. Diesel and gasoline contaminated soil was removed to ~20 feet bgs. Actual GW was encountered at ~20 feet bgs. Completed and sent a letter to the consultant and the responsible party advising them of the need for a release investigation and corrective action plan. This would need to include sampling/testing of the public water supply well and submitting the results to the department by 12/15/97, monitoring of the ground water for DRO, GRO, BTEX, and lead with a resulting repost submitted to the ADEC by 6/30/98, cleanup of the remaining in-situ soil contamination, and a passive bio-cell remediation work plan for review. |

In response to a work plan letter from Denali Environmental dated and received by the DEC 4/22/98, sent a letter this date approving the corrective action plan for long-term stockpiling of 333 cubic yards of contaminated soil stockpiled at the site. Date approximate. Approximately 450 gallons of diesel fuel were released from an above ground storage tank in the fall of 2004. According to an 10/25/04 letter from AlaskChem engineering, the fuel was absorbed into the unfrozen soils in the vicinity of the tank. John Brown of the Preparedness and Emergency Response Program (PERP) is overseeing this spill. |

Reviewed the Shannon & Wilson "Release Investigation; Big Su Lodge, Mile 104 Parks Highway; Talkeetna, Alaska" dated September 2009. The project consisted of collecting near-surface and subsurface soil samples, advancing soil borings, installing monitoring wells (MW) in the borings, measuring depth to water and collecting groundwater (GW) samples from each MW, and surveying. The field activities described were conducted between 6/8 and 6/11/09.
Soil borings B2 through B4 were advanced on 6/9 and 6/10/09 to evaluate the nature and extent of soil and GW contamination at the site. Boring B2 was positioned within the clean fill of the former USTs excavation in the vicinity of the most impacted area as documented during the 1997 UST closure assessment. An additional sample (Sample B2S8) was collected from the native soil 15 to 17’ bgs at a location 4’ east of Boring B2. The other 2 borings were advanced south and down-gradient of the source area with respect to the GW flow direction. Screening soil samples were collected from each borehole generally at 2.5’ intervals. One sample from each of these 3 boreholes was submitted for lab analysis for GRO, DRO, RRO, and BTEX. All 3 samples were taken from 10 to 12’ bgs which was bridging or slightly above the water table at the time of drilling. The PID readings for the samples from borings B2 through B4 were 3.8 ppmV, 5.2 ppmV and 0.3 ppmV, respectively. Higher PID readings were documented in samples shallower than those submitted for lab. The highest PID readings (in ppmV) for each of these three borings were 6.2 at 5.5 to 7.5’ bgs, 8.2 at 7.5 to 9.5’ bgs, and 1.9 at 1.5 to 2’ bgs, respectively. The sampling results detected DRO, RRO, and benzene at maximum levels of 8.1 mg/kg (laboratory estimate), 25.7 mg/kg, and 0.00469 mg/kg, respectively. The limit of quantitation (LOQ) for DRO in 2 of the 3 wells was above the detected level of 8.1 mg/kg at 21.6 and 21.9 mg/kg. However, all sampling results and LOQs are substantially below the Migration to Groundwater soil cleanup levels in mg/kg of 300 for GRO, 250 for DRO, 11,000 for RRO, and 0.025 benzene. Boring B2 was drilled to a depth of 17.4’ bgs. A screening sample was taken at 15-17’ bgs but no PID reading was on the boring log.
Borings B2 through B4 were completed as Monitoring Wells MW2 through MW4, respectively, and developed on 6/10 and 6/11/09. GW was encountered in the borings between about 10.1 and 12.5’ bgs at the time of drilling. The screened intervals of the wells were approximately centered on the GW contact depths at time of drilling. GW samples were collected on 6/11/09. A GW sample was collected from each well and was analyzed for GRO, DRO, RRO, and BTEX. All sampling results and LOQs were substantially below the GW cleanup levels.
A closed-loop elevation survey of the top of the MW casings was conducted. Water depth relative to the top of the well casings on 6/11/09 was between about 9.5 and 11’ bgs and used to develop GW elevation contours that indicated a flow southward at that time at a gradient of about 0.03 foot per foot.
The decontamination water from Borings B2, and B3 was discharged on the ground at the HOT release area where near-surface soil is contaminated above cleanup levels with DRO and benzene and sub-surface soils contaminated with GRO, DRO, RRO, and benzene above cleanup levels. The decontamination water from Boring B4 was added to a 55-gallon drum containing development water from related activities. The soil and water associated with the borings and wells may be land spread and discharged at the site in non-environmentally sensitive areas and away from the on-site DW well.
A letter was sent this date indicating the review and that the CSP will be sending a letter closing the site. |

Cleanup Complete Determination Issued |
The CSP granted a Corrective Action Complete Determination with no ICs. During removal of a 3,000-gallon unleaded-gasoline UST, a 3,000-gallon diesel UST formerly holding leaded gasoline, and a 2,000-gallon diesel UST on June 2 to 3, 1997, GRO, DRO, benzene, and Total BTEX were detected above the then Matrix Level A soil cleanup levels. However, none of these values exceeded their respective current 18 AAC 75.341 Ingestion/Dermal Contact cleanup levels. The next site investigation, in June 2009, included soil borings, MW installations, and lab analysis of soil and GW samples. Boring B2 was positioned from the ground surface to 15’ feet bgs within the clean fill of the former USTs excavation in the vicinity of the most impacted area as documented during the 1997 UST closure assessment and down gradient. Then the drill rig was moved four feet east and a screening sample taken from 15 to 17‘ bgs in native soil. A soil sample taken from 10 to 12 feet bgs bridged the water table at the time of drilling and was submitted for lab analysis for GRO, DRO, RRO, and BTEX. The sampling results detected DRO, RRO, and benzene at maximum levels of 8.1 mg/kg, 25.7 mg/kg, and 0.00469 mg/kg, respectively, and substantially below the 18 AAC 75.341 Method Two Migration to Groundwater soil cleanup levels. A groundwater sample was collected from monitoring well B2 and analyzed for GRO, DRO, RRO, and BTEX. All sampling results were ND and PQLs were substantially below the 18 AAC 75.345 Table C GW Cleanup Levels. As part of the CSP site decision, all the MWs were requested to remain left in place in order to continue to collect further GW information related to the Big Su Lodge HOT site which is also located on the property. |
