L55.60 See Also 2100.38.416 The Eastwind/Veco Yard leaking underground storage tank (LUST) site is one of several source areas on the approximately 34 acre property formerly owned and operated by Eastwind, Inc. and VECO, Inc. Eastwind developed the property in the early 1980s. The site reportedly became known as Eastwind/VECO after VECO, Inc. acquired Eastwind in the early 1990s. CH2MHill acquired VECO in 2007 but VECO’s former subsidiary NORCON remains the responsible party for contamination associated with Eastwind/VECO’s use of the site through approximately 1997. Contamination at the LUST site was associated with two regulated Underground Storage Tanks (USTs), and a fuel dispenser and piping that were installed in April 1982 by Eastwind. The USTs were installed in a single excavation and included a 10,000 gallon UST used to store diesel and a 2,500 gallon UST that was initially used to store kerosene and later, gasoline. The USTs were located within what is now (2013) the footprint of a cold storage building constructed in 1998 and 1999. The facility that includes the LUST site is currently owned by ChangePoint Church’s parent company, Anchorage Community Development.

6/17/1994 Enforcement Action ADEC Warning letter re Underground Storage Tank requirements dated June 17, 1994 states that two registered USTs at the facility were a 10,000 gallon diesel tank and a 2,000 gallon gasoline tank for which ADEC received a closure notice in November 1989; however no site assessment reports were received after closure as required by ADEC regulations, and ADEC later learned that the USTs had noot been closed out but had been in use in violaton of site and federal regulations. Violations include 1) failure to properly register USTs and pay annual registration fees; 2) Failure to complete 1 time tank tightness test or site assessment,; and 3) Failure to conduct release detection. The letter requested that registration and tank tightness testing be completed within 30 days, and submittal of site assessment reports for the tank removals within 30 days. Former Staff
7/22/1994 Update or Other Action ADEC received copy of U.S. Environmental Protection Agency (EPA) inspection form and notice of fine against Eastwind, Inc. for inspection of this date titled "Expedited Enforcement Compliance Order and Settlement Agreement." The following violations of underground storage tank regulations were found: 1) failure to provide monthly monitoring/leak detection on tanks; and 2) failure to provide leak detection on pressurized piping. Note on form: Owner will be closing tanks in lieu of leak detection implementation. Decommissioning will take place by Sept. 30, 1994. Owner will submit copy of site assessment to EPA by Sept. 30, 1994." 11/1/1995 Update or Other Action On file: "Summary of Findings Report, UST Closure Program, 6400 Rovenna Street...November 1995" prepared by AGRA Earth & Environmental. The report documents work from Oct. 27 - 30, 1995 including the removal of two USTs, a 2,000 gallon gasoline UST and 10,000 gallon diesel UST located less than 10 feet apart. Following excavation of ~144 cy, 380 mg/kg GRO 0.38 mg/kg benzene, and 24,300 mg/kg DRO remained in soil at a depth of 2 ft. below the dispenser island. For the two tank excavations the only compound exceeding the most stringent cleanup level was 2,700 mg/kg DRO below the diesel tank (depth not provided). Groundwater as encountered during the removal of the gasoline UST, and a sample, observed to contain a significant amount of sediment was collected with a stainless steel ladel, with results of 620 mg/L DRO, 2 mg/L GRO, and 0.008 mg/L benzene. All samples were analyzed for GRO (VPH), DRO (EPH) and BTEX. The report does not document the disposal of the stockpiled soil. Former Staff
12/28/1995 Enforcement Action Closed ADEC letter dated December 28, 1995 with subject line "Release of Payment for Late Fee Penalties, Underground Storage Tank (UST) Facility #625." Based on the satisfaction of the terms of the Compliance Order by Consent (COBC) between ADEC and Eastwind, the late fee penalties of $30,880 were waived. ADEC's letter acknowledges that the conditions of the COBC were satisfacttorily met and completed, including 1) permanent decommissioning of the UST system; 2) Certified Worker used for removal; 3) firm with approved Quality Assurance Program plan used for site sampling; and 4) Post Closure notice filed with ADEC. 10/16/1997 Update or Other Action (Duplicate entry as for Haz. I.D. 2735 'VECO Eastwind site' because both CS and regulated UST sources are included in the report). ADEC received report this date for work done in August 1992: "Environmental Site Investigation, 6400 Rovenna Street, Anchorage, Alaska, September 1992" prepared by Shannon & Wilson for Nat'l Bank of Alaska. The report describes the Eastwind facility as having the legal description of Industrial Equity Tract A and comprising 14.7 acres, with two structures on the property including an office building and a heavy equipment shop, although various minor structures were present including a drum storage shed, and a 5,000 gallon tanker truck was present at the site that was used to store waste oil. The majority of the property is described as unpaved with the exception of the asphalt pavement located around the office building, the equipment shop and the pump island. S&W excavated 13 test pits (TP1 through TP13); installed 5 borings that were completed as monitoring wells (B1MW through B5MW); sampled the groundwater from the 5 wells; and sampled the on-site drainage effluent and drinking water well. Also included in the report was a review of land ownership and use, with air photo analysis, for the previous 20 years. Regulated Underground Storage Tanks (USTs) at the site are described as a 2,000-gallon gasoline UST and a 12,000-gallon diesel UST. A strip drain (floor drain) within the slab and running the length of the equipment shop discharges into a drain pipe buried about 4 feet below the ground surface and extends into the yard area to the south of the shop. An expandable plug had been placed on the end of the pipe at an unknown time. No oil/water separator system is connected to the drain system. Groundwater is present from 2 to 8 feet below ground surface in the 5 monitoring wells with flow direction generally to the west. 23 soil samples and 9 water samples were collected and analyzed. 9/11/2013 Site Visit Staff met with owner representative (Changepoint, dba Anchorage Community Development) and consultant Shannon & Wilson at the VECO Eastwind site to discuss monitoring well status and the next steps for obtaining site closure. Key monitoring wells could not be located during the site visit; the consultant will return later to attempt to locate the wells. Contamination at the site was associated with VECO’s operation of the site as a heavy equipment storage, maintenance and staging facility from the early 1980s through the mid-1990s. Contaminant sources included regulated and unregulated diesel, gasoline and waste oil tanks and surface spills. 1/28/2014 Site Visit Accompanied consultant and company representative on cold storage building survey to determine what alternatives there may be to subslab soil gas sampling. A glycol circulation system and associated liner and sand bedding would like interfere with or potentially be damaged by probe installation, or results may be biased low due to presence of liner approxmately 2-1/2 feet below the slab.
