Problems/Comments

The Environmental Protection Agency (EPA) discovered floor drains and poor waste handling practices in 1989. There is a drinking water well on site. In 1993, 120 yards of waste oil contaminated soil was removed and stockpiled. Groundwater impact suspected. Extent of contamination unknown. Fate of soil stockpile unknown. EPA involved in closure of floor drains. (scp)

2/3/1995 Update or Other Action SITE SUMMARY: EPA involved with floor drain closure at site since 1989. RP needs contact letter and asked for fate of soil stockpile and and last NORTECH report. 3/13/1996 Update or Other Action 1/19/07 ADEC reviewed the Nortech report entitled 'Floor Drain Closure and Site Assessment, Northland Hub Grocery Warehouse, 3030 Peger Road, Fairbanks, Alaska' dated July 12, 1995. According to the report, groundwater contamination and floating free product was reported in both the south and north floor drain injection well excavations. The free product was determined to be diesel #2 in the north floor drain excavation and it could not be determined in the south floor drain excavation. A total of 250-300 cubic yards of impacted soil was stockpiled next to the stockpile of contaminated soil from the surface soil contamination. Deborah Williams

1/22/2007 Update or Other Action ADEC sent a letter to the responsible party requiring that a release investigation be submitted to ADEC characterizing the extent of the groundwater contamination on-site. The RP was also required to submit documentation on the disposal of the contaminated soil that was stockpiled on the property. 2/23/2017 Document, Report, or Work plan Review - other DEC reviewed the proposed work plan for resuming site work at Northland Hub Grocery site. The same tasks that were proposed in the work plan of 2007 were proposed for work in 2017. Three monitoring wells and 7 temporary borings will be installed. Free product will be recovered. Geochemistry, flow direction and gradient of groundwater will be documented. GRO, DRO, BTEX and chlorinated solvents will be investigated. In addition, DEC recommended conducting a well survey of neighboring wells. Laura Jacobs
