Problems/Comments

Leaking Tank. F.K.A. L55.320. On May 30, 1998 UST #1, a 2,000 gallon diesel tank, was removed by Dames & Moore. Petroleum stained soil was encountered and the pit was over-excavated after the UST was removed. Soil samples taken from the final excavation did not show any elevated PID readings. A total 54 tons of soil was excavated and stored on a liner on-site. Laboratory samples taken in May, 1998 showed GRO at 367 mg/kg; DRO, four feet below the dispenser, at 25,700 mg/kg; Benzene up to 0.408 mg/kg, and xylenes up to 41.7 mg/kg. Other BTEX constituents were below soil cleanup levels and HVOCs (DCE and TCE) were not tested for until 2000. Soil sampling has continued at the site with DRO levels decreasing to 8,680 mg/kg in October 1999 and Benzene up to 0.0431 mg/kg in October 1999. The soil samples from the UST area, that were taken in May 2000 during the monitoring well (MW) installation, showed GRO up to 13.3 mg/kg and DRO up to 57.7 mg/kg. In October 2003 a Stain Area 2 was investigated. Three soil samples were collected for analysis from the center bottom, southwest corner, and south central edge of the Stain Area 2 excavation at 1.5 feet bgs. All samples showed DRO, RRO and BTEX were below ADEC cleanup levels. GRO was not analyzed at this location. One sample with the highest PID reading, in Stain Area 2, was sampled for polynuclear aromatic hydrocarbons (PAH), no analytes were detected above ADEC cleanup levels. Groundwater investigations started in May 2000. The groundwater samples were up to 107 mg/L for DRO. The benzene level was above ADEC cleanup requirements in MW 50 at 0.00691 mg/L. GRO, Toluene, Ethylbenzene and total Xylenes were below ADEC cleanup levels in May 2000. On June 2, 2000 two water seep samples from peak water discharges on the bluff-face at the southeast corner of the property showed DRO, GRO RRO and BTEX below their respective method reporting limits and ADEC cleanup levels. One seep sample from June 2, 2000 contained a detectable concentration of a solvent byproduct (1,2 DCA) at 0.00209 mg/L that was below the ADEC cleanup level. Based on this VOCs were added to the analytical sampling for future groundwater monitoring. URS, the consultant, stated that "the presence of volatile organic compounds (VOCs) and solvent byproducts (1,1 DCA) in the seep samples provided evidence for an off-site source contributing to contamination that was migrating onto the Nelchina property." The Halogenated Volatile Organic Compounds (HVOCs): TCE and DCE (cis and trans) were first tested for in the groundwater monitoring of October 2002. Levels have gone down between 2002 and 2008 with all results below ADEC cleanup levels. Vinyl Chloride (VC) sampling also began in October 2002's groundwater sampling event. The VC level in MW 48 has fluctuated from less than 0.001 mg/L in October 2002, to 0.00278 in June of 2008 and 0.00212 in October of 2008. The ADEC cleanup level is 0.002 mg/L. All other levels were below ADEC cleanup requirements. Non-LUST issues are being tracked under Hazard ID 25572.

Plotted with No Topo Base Map on a Large Size Map at 1:3,333 Scale using High-Resolution Urban Aerial Photography. High degree of confidence in accuracy of coordinates. The map crosshairs represents the centroid of contamination as there are multiple spills on site. Coordinates could only be improved using a GPS on site. 8/5/2008 Update or Other Action ADEC received results from June 30, 2008 groundwater survey and monitoring for the 135 South Post Rd and 244 Nelchina St Odom sites, and a figure showing groundwater flow direction. Samples collected on June 30 had concentrations below ADEC Cleanup Levels for all petroleum hydrocarbon contaminants of concern with detections of cis-1,2-DCE, TCE, chloroform, trans 1,2-DCE, and vinyl chloride below their respective ADEC Cleanup Levels at both sites. Based on the Post Road area wells groundwater survey the groundwater flow direction was to the northwest. The consultant concluded that no additional wells are needed at either site and stated that the continued northwest groundwater flow direction further confirms that there is an upgradient, off-site source(s) for the chlorinated solvents migrating onto Odom parcels, with the consultant stating that the presence of chloroform suggests that a preferential pathway may exist along an underground water utility line. The wells for both sites are to be sampled in September/October with the results of both the June and fall sampling events to be presented after analytical results are available. Eileen Olson

Emerald Alaska was contracted to transport and dispose the waste, consisting of four 55-gallon drums of groundwater generated during groundwater sampling activities at the sites in July and October 2008. MW-48 had detectable VOCs including cis,1,2-dichloroethylene (DCE) and trans-1,2 DCE in the October 2008 sampling event (0.028 mg/L and 0.00101 mg/L respectively) . These values are below the ADEC cleanup levels of 0.07 mg/L for cis-DCE and 0.1 mg/L for trans-DCE in groundwater. Vinyl Chloride (VC) values were 0.00212 mg/L in 2008 which is slightly above the 0.002 mg/L Groundwater Cleanup Level. Although there were detections in the other two monitoring wells (MW-50B and MW-81) for cis-DCE, trans-DCE, and VC; no values were above the Groundwater Cleanup levels.
