Leaking Underground Storage Tank Release Confirmed - Petroleum |
LUST Site created in CSP for source area ID 77793 AGRA removed a 3,000 gallon gasoline tank from the site in June of 1998. Fill pipe was loose, and vent pipe was poorly configured, lending to overfilling of the tank. 70 cubic yards of soil was thermally remediated at OIT. |

File review - 1998 Tank Closure indicates that soil and groundwater were impacted. Soil samples taken from beneath the tank contained up to 76 mg/kg benzene, and 14,000 mg/kg GRO. A groundwater sample from the bottom of the excavation contained 55 mg/L benzene, and 790 mg/L GRO. The site files indicate a drinking water well is developed on the site. |

The 2006 workplan was ammended to include the use of Geoprobe direct push monitoring well installation. The wells will have a .75 inch inner diameter. Continuous soil monitoring during the soil coring will allow for on-site evaluation of contaminant concentrations. Phase II of the workplan can be implemented immediately based on the results observed during the installation of MW-1. |

Release Investigation |
ADEC received the UST Release Investigation for the Avis Rent-a-car LUST site. In 1998, a 3,000-gallon gasoline UST was removed and approximately 100 was removed and thermally remediated at OIT. In 2006, Shannon & Wilson installed three soil borings and had them converted into monitoring wells. Two soil samples were collected from each well, one from the groundwater-saturated zone and one from the normal high gw elevation. One of the monitoring wells was installed in the former excavation area and two were installed downgradient, which is next the Wein Lake. The on-site drinking water well did not contain contamination. The water supply well (north corner of the building) provides water for automobile washing. The site relies on bottled water for drinking and a portable outhouse. The groundwater results showed levels in the source area (MW-1) up to 15,300 ppb GRO and 507 ppb benzene. The contaminant levels in MW-3 (adjacent to Wein Lake had GRO up to 36,200 ppb GRO and 5,350 ppb benzene. |

DEC received from Shannon and Wilson a Corrective Action Plan to excavate suspected contaminated soil near the former tank area. Groundwater plume extent is not completely delineated, nor is the extent of the contaminated soil. Soil borings were installed to estimate the extent of the soil contamination but screening was done with a PID from soil collected from the auger flights (a method not approved by DEC). DEC approved the work plan as an interim corrective action with the understanding that additional characterization may be needed after excavation. |

DEC received and reviewed the Corrective Action Report from Shannon and Wilson. 869 tons of contaminated soil were excavated and treated off-site. Contamination with GRO remains at the edges of the excavation at levels above cleanup level. Highest GRO remains at the base of the excavation (12-13 ft) at 6230 ppm. Highest benzene concentration remaining was at a depth of 4 feet on a sidewall at a concentration of 40.3 ppm. Lead was not found above cleanup levels, MTBE was not sampled. Surrogate recovery for GRO was biased high for some of the samples. Contractor recommends annual monitoring of wells MW-2, MW-3 and MW-7 and replacement of well MW-1 for monitoring. DEC concurred with these recommendations and requested vapor intrusion evaluation. |

DEC received and reviewed the Shannon and Wilson 2011 Monitoring Well Installation and Groundwater Sampling Results. A monitoring well was installed near the source area. Soil sampling during installation showed benzene levels above the migration to groundwater cleanup levels. The groundwater sample from this well had DRO, GRO, and benzene exceeding cleanup levels. Wells MW-2 and MW-3 could not be sampled. These wells have previously had levels of GRO, benzene and toluene exceeding cleanup levels.
DEC agrees with the recommendation of repairing and/or replacing wells MW-2 and MW-3. DEC also requested that information on groundwater gradient and direction is collected and submitted. |

DEC reviewed the "Memorandum of Results for Semi-Annual Groundwater Monitoring, Alaska Rent-A-Car Airport Location, Fairbanks, Alaska, November 2016", sent by the RP's consultant. This memorandum provided a brief description of the field activities conducted September 23, 2016 and tabulated results from that event. A full report is expected after the sampling event in the spummer of 2017. Wells on the northeast side of the property were not sampled because of well obstructions. Sample results from wells down-gradient of the source area (MW-5, -6, -7, and -8) for all contaminants of concern were "Non-Detect". DEC recommends samples be collected from the wells MW-2, MW-3, and MW-4, or a temporary well to determine if contaminants are migrating off the property. |

ADEC reviewed and approved the report "Draft Report, Well Decommissioning, Fairbanks, Alaska, November 2018". All eight groundwater monitoring wells were decommissioned following the ADEC guidance. The well casings were filled with coated bentonite pellets, the well casing and screen were then removed. Bentonite chips were then poured into the hole up to 1 foot below ground surface. The bentonite was hydrated, and the remaining 1 to 2 feet was filled with gravel. |

Long Term Monitoring Workplan or Report Review |
Received a Sampling and Analysis plan for exploration at the Avis Car Wash and Maintenance Facility in preparation for business expansion. Soil borings will be taken and tested for GRO, BTEX, and PFAS. Because of the PFAS possibility, this project is combined with the Fairbanks International Airport PFAS groundwater contaminant plume site record found at file 100.38.277. This work plan was reviewed by the DEC staff member that manages the plume site record. The work plan is attached to database record. It was approved by DEC on
