RE: The April 3, 1998, closure of UST, AFID # 670 OU, located near building 11-670, Elmendorf AFB. Review of the draft site assessment report received June 1, 1998. Facility ID 0-001525, tank 374. The Department of Environmental Conservation (ADEC) has received and reviewed the draft site assessment report documenting the closure of UST # 374, a 600-gallon regulated underground storage tank, associated with an oil-water separator at Building 11-670, located on Elmendorf AFB. ADEC has compiled the following comments and requests additional information be submitted. Specifically, the following information is needed: Transportation of potentially contaminated soil off the UST decommissioning site. The site assessment report indicates approximately 48 cy of soil was transported from the UST site to the “project storage yard”. Some or all of the soil had a potential to be contaminated. The report narrative does not indicate the Air Force received ADEC authorization to move contaminated soil from the UST site to the “project storage yard”. Transportation of contaminated soil off site without ADEC approval is a violation of 18 AAC 78.311(c). Please supply the ADEC with a copy of the ADEC authorization document or an explanation why ADEC authorization was not obtained prior to moving the potentially contaminated soil off site. In addition, please provide a site map showing the location of the “project storage yard” and the location where the 48 cy of soil are being stored at that site. If the soils have been disposed off, please provide the ADEC with a map showing the location of the disposal area and text explaining the depth and surface area covered by the soil. Sampling of the 8 cy of “potentially contaminated soils”. The site assessment report indicates that one confirmation sample (670008SP) was collected from the 8 cy stockpile containing potentially contaminated soil. The report indicates the stockpile was generated from soil excavated from the UST excavation having PID readings as high as 347.2 units. However, the three PID readings taken to determine the location of the confirmation sample ranged from 3.4 to 6.5 units. The ADEC is asking the Air Force to verify the field screening samples were collected at least 18 inches deep into the stockpile. The ADEC is also requesting an explanation why the Air Force believes the 8 cy stockpile was adequately field screened when PID readings recorded, in preparation of collecting the one confirmation sample, were so low, considering the soil originally had substantially higher PID readings. Also, in accordance to 18 AAC 78.320(c), untreated stockpiles must have a minimum of two grab samples to confirm soil contamination levels meet the ADEC cleanup requirements. The ADEC believes the 8 cy stockpile of potentially contaminated soil constitutes a separate stockpile from the 40 cy stockpile of “clean” soil. Please provide an explanation why only one confirmation sample was collected from the potentially contaminated stockpile. The site assessment report does not contain GRO or BTEX analytical results for confirmation samples collected from the two stockpiles. The UST Procedure Manual, Section 6.3, Table # 2, requires GRO and BTEX analysis of soil samples associated with the decommissioning of a used oil UST. Please submit GRO and BTEX analytical results for the soil stockpile samples or an explanation why these analysis were not performed. Tim Stevens
7/29/1999 Site Closure Approved Tim Stevens sent letter to AF. RE: April 3, 1998 closure of UST, AFID # 670OU, located near building 11-670 on Elmendorf AFB. Review of the final site assessment report received June 14, 1999, prepared by ASRC Construction Company, Inc. Facility ID 0-001525, tank # 374. No Further Action. The Department of Environmental Conservation (ADEC) has received and reviewed the draft and final site assessment reports documenting the closure of the above mentioned regulated underground storage tank (UST). The reports summarize the information collected during closure of a 500-gallon UST used to store used oil from an oil/water separator. After reviewing the draft site assessment report (June 1998) the Department had concerns with the type and number of analytical confirmation samples collected. The Department worked with your staff and the decommissioning contractor to resolve all the issues the Department had. Based on the Department’s review of the final site assessment report the Department is not requesting additional investigative or cleanup work at this UST site. In the future, should contaminated soil or groundwater be discovered on site that exceeds state cleanup standards, appropriate site assessment and cleanup will be required in accordance with applicable State regulations.
