Problems/Comments

Two 12,000-gallon underground storage tanks (USTs) removed in 1998. The tanks stored AV and Jet-A gasoline. One of the tanks failed a tank tightness test in 1994, but was left in place due to proximity to the other tank. 1998 Site Assessment identifed petroleum contamination above ADEC cleanup levels. Release investigation performed in 1999 characterized soil and groundwater (GW). Four monitoring wells were established. GW monitoring showed gasoline range organics (GRO) present in the soil up to 2.6 milligrams per liter (mg/L) and benzene present up to 0.223 mg/L. The 1999 report concludes that the contamination is unlikely to migrate past the airport boundary, and that the contamination detected in both soil and GW is consistant with other known petroleum impacted sites at the Kotzebue Airport. Soil samples from 2000 show diesel range organics (DRO) up to 698 milligrams per kilogram (mg/kg) and GRO up to 700 mg/kg. Benzene (10 mg/kg) and Toluene (6.0 mg/kg) were detected above ADEC cleanup levels. 10/23/1998 Site Assessment received after several calls early 10/1998 by DEC. 10/27/1998 Notice of Violation (NOV) sent to Crowley Marine Services, Inc. re: lack of field quality control on Site Assessment. 10/29/1998 NORL sent to Crowley Marine Services, Inc. with project specific requirements. As of 2009, the original groundwater monitoring wells reportedly no longer existed at the site; three replacement monitoring wells installed Sept 2010, and sampled 2010-12. Groundwater still exceeds cleanup levels for GRO/DRO/benzene.

Samples were analyzed for GRO 700mg/kg, DRO 698 mg/kg, benzene 10 mg/kg, toluene 6.0 mg/kg, ethylbenzene and xylenes were below cleanup levels. 1/25/2010 Conceptual Site Model Submitted DEC received from Oasis the Conceptual Site Model for the Kotzebue site. A human health exposure pathway via soil media (including incidental soil ingestion and inhalation of outdoor air) is complete for commercial/industrial workers, site visitors, and construction workers. Exposure pathway by ingestion of groundwater is not considered complete because the aquifer is not used for drinking water. Human health exposure pathway by ingestion of surface water is not considered complete because the surface water is not a viable drinking water source. However, DEC considers this pathway complete because surface water is used recreationally and incidental water ingestion may occur. Groundwater has not been sampled atthe site since 2000. During the meeting, DEC discussed what is known about petroleum-contaminated water and migration to the Kotzebue Sound and the Lagoon. DEC is no longer investigating the contamination through state funding, and will be working with lease lot RPs to identify the sources of contamination and attempt to cleanup contamination through source removal.
