Conditions in the approval letter are (1) Before contaminated soil is received at the facility, the operator (Wayne Drake General Contractor) shall obtain written approval to operate the treatment facility from the owner of the land where the facility will be located; and. (2) Baseline and closure assessment soil samples will be collected as discrete grab samples (not composites). After field screening is performed, discrete grab samples will be selected from areas of highest field-screened results and analyzed for GRO/BTEX, DRO, and RRO using the Alaska Methods. |

ADEC approvalsigned to transport 50 yards of diesel-contaminated soil from Nimiuk Point stockpile location to the TPS Technologies Facility in Lakeland Washington for thermal treatment. The Alaska Army National Guard project manager, Norm Straub requested the approval for Clearwater Group, Inc. The 50 cubic yards of contaminated soil originated from the Selawik Federal Scout Armory site and is contained in two hundred 55-gallon drums. The soil will be transported from the Nimiuk Point portable treatment facility to the Drake Contruction barge to Kotzebue and then offloaded and placed in connexes and loaded onto the Northland barge for shipment to Seattle. The soil will then be offloaded and trucked to the TPS Facility by Interwest Development Construction. The authorization request was signed by Scott Pexton and Jim Frechione. |

Draft Alternative Cleanup Level Demonstration Project Report, Selawik FSA, February 2006 was received February 13, 2006. DEC has reviewed the draft report and the technical review comments provided by your office. DEC agrees with the comments you provided and has additional comments that should be addressed in the final document.
DEC is concerned that an area that was not identified as contaminated is previous site characterization was found during this sampling event. While this report is designed to develop alternative cleanup levels, this information should be added to the conclusions with a recommendation that the area be further defined.
In the Appendix, TOC data is included for another site, samples identified as NOO-ACL, this data should be removed from the final version.
The Sample Calculations in the Appendix and/or the text in Section 5.0 should show by sample number, which samples were included in the average calculations. An explanation for the inclusion or exclusion of any result from these averages should also be provided. This would assure the reader that all results were evaluated for their applicability to the development of the background soil properties. |
