A conditional closure is likely not appropriate at this site at this time. However, it may be possible to reach Conditional Closure with a minimal remedial effort and institutional controls.
There is surface staining/contamination and subsurface soil contamination at a minimum of three areas. There is also debris on site that may cover additional contamination, although likely minor in volume and extent. Further there is subsurface contamination and limited groundwater contamination. There does not appear to be off-site migration of contaminants. Nortech estimated the remaining subsurface contamination at approximately 800-1,000 cy. Primary contaminants of concern are BTEX, TMBs, EDB, lead, and GRO, DRO, RRO. The highest concentrations found in the soil were 536 mg/kg GRO, 21,000 mg/kg DRO, 14500 mg/kg RRO, 0.151 mg/kg EDB, 0.112 mg/kg benzene, 95.4 mg/kg Xylenes. The TMBs and lead were found at notable levels, but not above cleanup levels. These samples are likely not representative of the worst contamination on site. There are no buildings currently on site, only remaining foundations.
A possible route to a conditional closure may be to remove the debris and surface contamination, pave the site and restrict groundwater use. Evaluate the need for groundwater monitoring wells at the downgradient edge of the property as there was only one round of groundwater sampling.
Another option may be to remove the surface and subsurface contam., put in 3-4 groundwater monitoring wells for a few years of semiannual sampling, and then look at unconditional closure.~~ |

This property is listed in the Borough October 2016 land auction. In order to adequately inform potential buyers of known and suspected contamination, a Notice of Environmental Contamination (NEC) was filed with the Recorder's Office. In addition, a letter was sent to the Borough outlining DEC concerns about the property, and the Borough intends to attach the letter to the land description for the property. Conditions of the NEC included advisories against installing groundwater wells, against performing excavation without a DEC-approved work plan, and for conducting a vapor intrusion assessment if any buildings will be constructed. Additional areas of hazardous contamination may be present on the property that have not yet been investigated. |
