Problems/Comments
Excavation and removal of two 10,000 gallon gasoline tanks, one 5,000 gallon gasoline tank and related piping in 1998. Tanks were installed in 1983. Benzene exceeded ADEC cleanup levels for migration to groundwater (8.17 mg/kg) and was noted by the contractor to probably extend beyond limits of excavation. Lateral and vertical scope of contamination not determined. The soil samples from the tank excavation (15 bgs) detected GRO up to 584 milligrams per kilogram (mg/kg); toluene up to 50.3 mg/kg; ethylbenzene up to 23.4 mg/kg. Lead was not detected and lead scavengers (1, 2-Dichloroethane (DCA) and Ethylene dibromide (EDB)) were not tested for. Contamination likely from overfill and not a leaking system. A new, separate UST system was installed in 1997 east of the former store.

6/29/1992 | Leaking Underground Storage Tank Release Confirmed - Petroleum | LUST Site created in CSP for source area ID 77409 Site assessment of area performed by Shannon & Wilson as part of the Parks Hwy/Chena Ridge interchange. Updated 5/25/06. | Former Staff |
11/17/1998 | Leaking Underground Storage Tank Cleanup Initiated - Petroleum | Added to database May 25, 2006. ADEC/Suzzell | Shannon Oelkers |
11/17/1998 | Underground Storage Tank Site Characterization or Assessment | Excavation and removal of three USTs and associated piping. Site assessed for GRO, BTEX, and lead. | Shannon Oelkers |
5/25/2006 | Update or Other Action | Updated to reflect administrative file. | Shannon Oelkers |
8/2/2006 | Conditional Closure Approved | The contaminant levels remaining on site do not exceed the 18 AAC 75.341 Method 2 soil cleanup levels for human health pathways of ingestion and inhalation. Therefore, there is no unacceptable risk to human health via these pathways. The soil samples from the excavation detected GRO, benzene, toluene and ethylbenzene above ADEC cleanup levels for migration to groundwater. Groundwater was not encountered during excavation and no monitoring wells were installed to determine possible impacts. Therefore, there is a data gap on possible impacts to groundwater. However, the area is served by a community water system and restrictions on well installation will be addressed in the site specific conditions. Not all contaminants of concern (e.g. DCA and EDB) were tested for but remedial actions are considered effective in minimizing any unacceptable risk to human health or the environment. The soil contamination remaining on site does not pose an unacceptable risk to human health or the environment provided site specific conditions and/or controls are attached to the property. | Shannon Oelkers |
8/2/2006 | Institutional Control Record Established | 1.An Institutional Control will be added to the ADEC Contaminated Sites Database identifying the nature and extent of contamination remaining on site. 2. No groundwater wells may be installed on site without prior ADEC approval. There is no information related to groundwater quality and soil contamination exceeds the migration to groundwater levels which may indicate possible impacts. 3. In accordance with 18 AAC 78.274(b), ADEC approval must be obtained prior to removal and/or disposal of soil or groundwater from this site to an off-site location. | Shannon Oelkers |
3/29/2011 | Institutional Control Compliance Review | Performed an IC site review and added follow up requirements starting in August 2011. | Evonne Reese |
4/24/2014 | Update or Other Action | Staff name changed from Will Boger to IC Unit. | Evonne Reese |
5/2/2014 | Institutional Control Update | An IC reminder letter was issued to the responsible party on this date. | Kristin Thompson |
1/26/2018 | Institutional Control Update | Received unofficial ADOT notification that there may be a construction project during summer 2018 in the vicinity of this site, approximately 300 feet away and that dewatering will be required. I will set the reminder system to follow up with ADOT in the spring if we have not received an update on the dewatering discharge permit. | Evonne Reese |
5/22/2018 | Update or Other Action | I commented on a DEC Water Division dewatering permit. It is unlikely that contamination from this site will be encountered during the project. | Evonne Reese |
5/24/2018 | Institutional Control Update | Received the excavation dewatering authorization from DEC-Water Division for a project happening in the vicinity of this site. The documents have been saved in the electronic site file. | Evonne Reese |
6/19/2019 | Institutional Control Update | An Institutional Controls reminder letter mailed to the responsible party/landowner on this date. | Mossy Mead |
11/20/2019 | Institutional Control Update | A project is being planned by ADOT&PF during the summer of 2020 where a sound wall on the northeast corner of Dartmouth and Chena Pump Road will be replaced. A representative contacted me about this as part of their environmental planning on how to handle groundwater possibly encountered during the project. I commented that it was unlikely they will encounter contaminated groundwater due to the groundwater depth and also the age of the site record. I did provide the link to the DEC - Storm Water Discharge page which includes information about construction permits which will include the management of groundwater details. | Evonne Reese |
5/21/2024 | Institutional Control Compliance Review | IC compliance review completed on this date. An IC reminder letter was mailed to the landowner. The next review will be in five years’ time. | Gaige Robinson |
