Spoke with Steve Wrenn (907) 261-7430 of MACTEC. BLM working onsite and is performing soil excavation without a workplan. BLM was removing heavy equipment onsite and then decided to excavate petroleum contaminated soil. PCS appears to be diesel and residual range contamination. Steve expects to hurriedly put together a remediation plan for soil excavation and wants to move the soil offsite for treatment in a landspreading cell. No lab results available. Steve will call in the next few days. |

Recieved by email post work initiation workplan from BLM's contractor, Mactec. The following notes were made by email:
As I understand it, you have already proceeded to excavate and sample soils at this location. According to 18 AAC 75.375 (b), a site characterization workplan must be submitted to the Department prior to work initiation. I recall Larry Beck (BLM)mentioning that this site work was occurring this year and I was anticipating a workplan, but have had no contacts with him for the past few months.
I will not approve landspreading of soils at this time - we have no certain qualitative or quantitative measure of the type and concentration of contamination at this site. Our file on this site is limited; however, historical information notes an eroding landfill next to the Feather River, with the potential for multiple contaminants. A 6" lift of 200 cubic yards of soil would be about 0.25 acres of land. How do you intend to control runoff and the potential for transport of contaminants from this soil?
Due to the unknown extent and nature of contaminants at this site there may be more than just petroleum contamination - a screen for PCBs, metals and volatiles may be warranted. Excavation, stockpiling and movement of soil contaminated with compounds beyond basic petroleum (such as PCBs) can complicate handling of this site.
You are not approved to move soils offsite until we understand more about the situation. Any excavated soils must be properly stockpiled, lined and protected from the weather, and I strongly recommend halting excavation until you have a full knowledge of what's out there.
There is quite a difference between surface staining and an approximation of 200 cubic yards of soil. Diagrams, onsite photos, etc. would help me relate to your knowledge of the site.

Spoke with Larry Beck at BLM about Feather RIver site. BLM has performed some cleanup at the site, and will be pursuing more cleanup in the future. More site history is now known: 1950s road construction camp was established at site by Federal Highway Commission for construction of the Nome-Teller highway. Camp was abandoned and then taken over by AK DOT workers during 1960's rebuild. AK DOT workers buried debris from older camp in multiple piles containing drums, autos, etc. One AK DOT worker left his signature in newly poured concrete at the site, providing ID. BLM will be providing reports on site work as they are finished. |

Recieved 2006 Soil Cleanup and Removal Report from BLM and MACTEC. Four 55-gallon drums containing water and grease or oil were removed from the site. A total of 41 cubic yards of diesel and oil impacted soil was excavated and removed to the Feather Rvier landfarm. An estimated 200 cubic yards of diesel-contaminated soil remains at the Batter Stain Excavation site. |

Site ranked with High Potential Exposure for ecological pathways because of the presence of spawning anadromous fish in the nearby Feather River and Wooley Lagoon.
Ranked Low Potential Exposure for direct contact with surface soil, direct contact with subsurface soil, groundwater ingestion, surface water ingestion, and wild or farmed foods ingestion. Site characterization data is minimal, with unknown contaminant levels and risk, leading to potential exposure rankings.
De minimis exposure for outdoor air inhalation. All other pathways are ranked incomplete. |

Received "Draft Feather River 2007 Summary Report" via email. Cleanup progress is documented in the report. All petroleum contaminated areas of concern were characterized and excavated. Battery areas were tested for lead but none was found above cleanup levels. Approximately 1000 cubic yards of soil was placed at the land farm. Metal debris including drums, vehicles, and scrap metal was removed and taken to the Nome landfill. All surface debris was cleaned up, but not all buried debris areas were excavated and removed. |

Approved removal of a disposal site discovered during site work. Disposal of metal debris was discovered. The debris was used as backfill behind a bank stabilization structure made of old tires. Debris included tractor and truck components, sheet metal, other metal. No hazardous materials were reported. The site will be excavated and remediated leaving the bank stabilization structures in place. |

Site Characterization Report Approved |
ADEC staff approved "Field Report for Feather River Dumpsite, 2011 Hazardous Materials and Solid Waste Removal near Nome, Alaska" and "2011 Monitoring Report, Feather River Landspread near Nome, Alaska". These reports describe the survey of areas of concern associated with the Feather River airstrip, and removal of batteries, drums containing product, and other potentially hazardous materials. The landspread report indicates that, although contaminants remain at concentrations above Migration to Groundwater cleanup levels, the action of excavating and dispersing contaminated soil has resulted in significant remediation of contamination.
These report approvals were issued concurrent with documentation of a Cleanup Complete determination. |

Staff issued a Cleanup Complete determination for areas of concern associated with the Feather River airstrip and Dump Site. Contamination has been characterized, and removal of batteries and other potentially hazardous debris has eliminated the source areas associated with contamination. Contaminated soil has been excavated and landspread, with substantial attenuation of contamination over a limited period of time.
Waste such as tires, metallic debris, and other inert (nonhazardous) materials were left in place to aid in bank stabilization. |
