Problems/Comments

This site is the former underground storage tank (UST) and piping located within the Eareckson Air Station aircraft hangar/maintenance area north of the active Taxiway M between Building 754 (Hangar 7) and Building 755 (Hangar 8). The tank was a 10,000-gallon used oil UST that was decommissioned on 7/31/97. The site is also referred to as CC006 and TU554. Low levels of DRO & RRO (39 & 79 mg/kg) were found during the UST closure. However, no confirmation samples were collected beneath the piping for proper closure. Subsequent investigations determined that DRO, GRO and VOCs are present in the soil above cleanup levels and DRO, RRO, VOCs and metals are present in the groundwater above the cleanup levels.

1/12/2000 Underground Storage Tank Site Characterization or Assessment ADEC received the site assessment report. This site is one of 43 UST SA reports contained in the April 1998 Draft " Project Report" Eareckson AS. Final report dated June 11, 1999 and entitled "Project Report - UST Site Assessment Reports, AST Removal Reports, and Environmental Compliance Activities." Associated ADEC/STP comment letter dated January 12, 2000 prepared by Timothy Stevens. ADEC comment letter states that the used oil tank is registered with ADEC as a regulated UST. Information and analytical data presented in the report indicates the tank excavation could be closed based on the amount and level of contamination found during the decommissioning process. However, it appears the piping was not removed and/or assessed for contamination as required under 18 AAC 78.090. ADEC requested confirmation sampling results for the piping closure or a work plan to address the collection of confirmation samples for the piping. Another option given was to submit a letter to ADEC clarifying the use of the product stored in the tank. Information contained in the site assessment narrative indicated that used oil was being used as fuel to heat the building associated with the UST. If the statement is correct and the Air Force submits a letter verifying this statement ADEC could issue a NFA determination based on the non-regulated status of the tank. Gretchen Pikul
11/16/2007 Site Visit ADEC staff travelled to Eareckson Air Station for 4 days to conduct site visits and become familiar with the ecology and topography of the island. 10/23/2008 Update or Other Action The 2007 Phase II Compliance Site Investigation was conducted at UST 753-2 (CC006) to determine if contamination was present associated with the UST and piping. GRO, DRO, RRO, metals, two VOCs, and several PAHs were detected in subsurface soil at concentrations below the cleanup levels. Additional groundwater investigation was recommended for this site. 10/10/2013 Site Characterization Report Approved The ADEC Contaminated Sites Program approved the March 2013 Compliance Site Evaluation Report. Sampling activities were conducted at UST 753-2 (Site TU554) in order to determine the presence or absence of significant contaminant source areas in soil and groundwater. DRO, VOCs, and SVOC concentrations were detected above the cleanup levels in soil samples; DRO and RRO concentrations were detected above cleanup levels in groundwater samples. Additional investigation at the site was recommended. Further inspection, proper decommissioning, and closure of the pipelines was also recommended. Jessica Morris

8/31/2016 Site Characterization Workplan Approved The ADEC Contaminated Sites Program conditionally approved the 2016 Uniform Federal Policy - Quality Assurance Project Plan (UFP-QAPP) for Site Characterization at 14 Former POL Sites, Eareckson Air Station, Shemya Island, Alaska. The conditions for the UFP-QAPP are as follows: 1) We do not object to the long term monitoring work being completed as outlined in the UFP-QAPP; however ADEC cannot concur that efforts will be counted towards meeting the end point criteria outlined in the decision documents until an adequate monitoring program has been established. 2)The QAPP states that field screening results and field observations will be used to determine additional groundwater monitoring well locations. These locations should to be coordinated with ADEC. 3) The leaking underground storage tank (LUST) sites at Eareckson Air Station will need to be characterized and closed in accordance with LUST regulations that are included in 18 AAC 78. 4) The scope of work for this investigation may not be sufficient to fully characterize the sites listed in the work plan, and additional investigation may be necessary. The purpose of the report was to present an evaluation of the effectiveness of the current selected site remedies and make recommendations for optimization of an island-wide monitoring and management program for contaminated sites at Eareckson. 4/27/2022 Update or Other Action On 4/27/2022 ADEC approved the Eareckson Air Station, Alaska, REMEDIAL PROCESS OPTIMIZATION REPORT dated April 2022. This Remedial Process Optimization (RPO) Report presents an evaluation of the effectiveness of current selected site remedies and makes recommendations for optimization of the IWM Program, as appropriate to establish a more integrated groundwater monitoring program at Eareckson AS. RPO is a systematic approach for evaluating and improving the effectiveness of site remediation without increasing site risk. This RPO Report presents a site-by-site evaluation of effectiveness of the sites selected remedy and provides recommendations to: • Streamline groundwater monitoring. • Develop a holistic approach to site management. • Maintain the remedial action objectives (RAOs) set forth in established Record of Decisions (RODs) and Decision Documents (DDs).
