Problems/Comments

During a 2006 Phase II Environmental Site Assessment, five test pits were excavated on the property where there is a gas station and convenience store; soil samples from two of the test pits (G06-01 and G06-02) had concentrations of benzene that exceeded the ADEC Table B1 screening levels for the migration to groundwater pathway. The extent and magnitude of the petroleum impacts and if groundwater is impacted is not yet determined. A precision tightness testing program by the former operator has consistently shown that the underground storage tank (UST) and piping equipment are not leaking and are in good operating condition. This evidence indicates that the contamination is likely a result of incidental spillage rather than a UST release.

Action Information

8/28/2007 Site Added to Database Former Staff
8/28/2007 Leaking Underground Storage Tank Cleanup Initiated - Petroleum 4/7/08 Administrative update Evonne Reese
8/28/2007 Leaking Underground Storage Tank Release Confirmed - Petroleum LUST Site created in CSP for source area ID 77875 (Added by System) Mitzi Read
8/31/2007 Exposure Tracking Model Ranking Initial ranking completed. Mitzi Read
8/31/2007 Update or Other Action Review of laboratory data found discrepancies in the report case narrative for quality control variances in DRO and RRO soil analyses; data usability may not be affected. Bruce Wanstall
8/31/2007 Update or Other Action RECKEY has automatically been generated. Former Staff
9/6/2007 Update or Other Action PRP letter of interest sent registered mail to former faciltiy operator A and M Inc. based in Craig. Bruce Wanstall
10/2/2007 Update or Other Action ADEC sent a request for site assessment to A and M Incorporated via email and contacted KHC to discuss development of a workplan using monitoring wells to fill assessment data gaps at the site. Bruce Wanstall
10/11/2007 Document, Report, or Work plan Review - other Reviewed the Golder 2006 Site Assessment to examine fuel migration pathways to subsurface soil and groundwater and to consider if an on-site manhole could be used to collect water samples to assess groundwater at the site. Bruce Wanstall
11/27/2007 Update or Other Action DEC contacted the owner and operator of the Klawock Fuels gas station to coordinate the installation of monitoring wells for ground water assessment Bruce Wanstall
2/4/2008 Update or Other Action Inquire to responsible party for current plan to install monitoring wells and assess groundwater at the Klawock Station. Bruce Wanstall
5/2/2008 Update or Other Action Teleconference with KHC and A&M. ADEC stated that 2 well points sampled would be adequate if the results are meet closure criteria and the quality assurance measures are within the objectives of the investigation. ADEC would consider a limited investigation using a single well at the location of residual soil contamination but the well point may not be of any future use to KHC. Bruce Wanstall
9/12/2008 Site Visit ADEC met with the owner Klawock Heenya Corporation and received a monitoring well installation workplan. The work plan was reviewed and the facility was briefly inspected for current status. Bruce Wanstall
12/11/2008 Underground Storage Tank Site Characterization or Assessment ADEC quality assurance review; data in the TECS-AK Final Report Klawock Fuels Gas Station is approved. A field duplicate sample result returned a relative per cent difference calculation of 12.5 which is an acceptable result. Bruce Wanstall
12/12/2008 Final Cleanup Report Reviewed Two ground water monitoring wells were installed downgradient of the test pit where the benzene in soil was located. 2008 sample data from the wells screened 4-4.5 feet below ground surface detected a trace level of ethylbenzene in MW-1, (0.017 mg/L) a concentration far below the Table C benchmark cleanup level of (0.7 mg/L). Based on this investigation data, no further action is requested by the RP. Bruce Wanstall
12/12/2008 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 77875 GRO UST System. Bruce Wanstall
12/15/2008 Record of Decision ADEC issued a letter to the facility landowner/responsible party determining a cleanup complete status for the site without property restrictions. If appeal to the decision is not made this database record will be closed. Bruce Wanstall
1/22/2009 Cleanup Complete Determination Issued No objectitions to the CS Program Record of Decision have been recieved Bruce Wanstall
4/1/2010 Update or Other Action Check Received $100.40 from Law 02/22/10 Traci Nebeker
10/31/2014 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 77875 GRO UST System. Bruce Wanstall
