850-gallon heating oil tank was decommissioned on May 15, 1998. High levels of DRO contamintion was found in confirmation samples collected from the bottom of the tank excavation, piping trench and excavation stockpile (3,200 ppm). 8/31/1998 Underground Storage Tank Site Characterization or Assessment On Aug 31, 1998, the ADEC received a copy of the site assessment report documenting the field acitivities and laboratory results associated with the closure of the 850-gallon HOT. Tim Stevens
3/12/1999 Update or Other Action Oil Spill Consultants sent a letter to Tim Stevens clarifying UST soil management for the site. OSC Inc. prepared site assessment reports for UST numbers E1, E2, E5, and E7 during August 1998. Section 2.4 states soil excavated for UST removal was shipped off-site for thermal treatment. It should instead read: "The soil excavated for UST removal was stockpiled near Circle Drive at Fort Richardson, Alaska pending ADEC approval for off-site shipment to a thermal treatment facility in the Anchorage area." This statement accurately reflects the work performed as part of the UST removal process by Brown & Root Services Corporation. After received ADEC approval, Fort Richardson will arrange for another contractor to transport the soil to a thermal treatment facility. Louis Howard
3/15/1999 Update or Other Action ADEC project manager Tim Stevens sent a Notice of Release Letter informing the Department of the Army of the requirement to conduct a release investigation at the site to find the full extent of the DRO contamination. Closure of a 850 gallon UST located near the US Army Reserve Center on the west side of Totman Road showed that a release of petroleum had occurred to the environment. Initial abatement and release investigation requested along with Cost Recovery notification for recovery of all "oversight" costs if additional work is necessary to close out the site. Tim Stevens
