Reviewed the Stockpile Characterization and Groundwater Sampling Report, dated July 1, 2009, from NORTECH Environmental for Paul Horwath. The stockpiled material from the removal of the two underground storage tanks in 1998 remains in the same location and had been reshaped into a loading ramp several years ago. Laboratory sampling indicates that 40 to 50 percent of the remaining stockpile is contaminated with DRO and Benzene. It is recommended that the remaining stockpile be land farmed to complete the remediation of the remaining stockpile. The soil sampling and groundwater sampling that was performed at the former tank excavation area indicated that the soil contamination left in place in 1998 does not extend very far laterally from the original tank excavation. Newly constructed seawater tank systems in the location of the former underground storage tanks and the presence of other structures restrict access to the contamination remaining in the ground; therefore, the data from 1998 will have to continue to be used to represent the soil contamination in the area of the former underground storage tanks. The one groundwater sample and duplicate sample, detected DRO below the groundwater cleanup levels; which indicates that the groundwater was impacted from the release. |

An e-mail communication was issued, constituting conditional approval for the Stockpile Disposal Work Plan - Landfarm Treatment Cell work plans with conditions stipulated for the bottom and cover liner, and the specifications of the landfarmed soils. For the proposed sampling work, the ADEC's May 2010, Draft Field Sampling Guidance will replace the older ADEC Standard Sampling Procedures, and an amendment to the work plan was required in order to address field screening and laboratory soil sampling requirements, prior to implementation of this work plan. |
