UST Site Assessment for SOA UST Register # 290A (MOGAS)/290B (JP-4 and JP-8) Near bldg. 11-290. ST408 is a former underground storage tank (UST) site. Two former USTs and associated dispensers were located approximately 120 feet south and 22 feet west of Building 11-290, currently partly covered by the new Hush House. The tanks were identified by Air Force Identification (AFID) numbers 290A and 290B, and each had a 2500-gallon capacity. The USTs were installed in 1984, constructed of steel, and were used to store motor vehicle gasoline (mogas) and jet propulsion fuel number 8 (JP-8).
Tanks 290A and 290B were empty when excavation began. The tanks were removed on 20 April
1994, and were stored on site with plastic sheeting as an underlayment. On 24 May 1994, the
tanks were transported to the EAFB Treatment, Storage and Disposal (TSD) facility at building
22-009, where they are stored pending demolition. The soil stockpiles were placed on plastic to
the west of the excavation hole. All piles were covered with plastic to prevent hydrocarbon
constituents from leaching or volatilizing. Additional soil was excavated from the tank pit,
dispenser island, and piping trench on the 27th and 28th of April 1994.
An ADEC Level B cleanup standard was determined for the site. Soil contaminated with petroleum hydrocarbons above this level was identified beneath the dispensers and the USTs following the initial excavation. Additional soil was removed to a maximum depth of 15 feet below ground surface (bgs), and excavation samples were collected and analyzed until contamination above ADEC Level B remained in two isolated locations: 238 mg/Kg DRO at the excavation bottom approximately 4 feet north of the former mogas UST (AFID 290A): and in the excavation bottom below the dispenser island, which contained 2,050 (duplicate) mg/Kg DRO, 11,000 mg/Kg GRO (Sample ID 11-290-D-8), and 1168 mg/Kg total BTEX. Approximately 180 cubic yards of petroleum-contaminated soil were removed for off-site remediation, and the excavations were backfilled with clean material.
An agreement was established between Elmendorf AFB and the ADEC to complete construction of the new Hush House partially above the existing soil contamination with remaining soil contamination pending installation of a downgradient well. No petroleum hydrocarbon contamination was identified via field screening results of soil samples collected from four borings installed during a geotechnical investigation of the new Hush House site in March 1993.
At the conclusion of excavation activities laboratory analysis and field screening of soils in the area of the tank excavation hole indicate that for all but sample 11-290-T-2, hydrocarbon contamination was below ADEC cleanup matrix standards. The results for sample 11-290-T-2 exceeds ADEC cleanup matrix standards by 38 mg/Kg. Hydrocarbon results from soils in the piping trench are below ADEC level B soil matrix cleanup standards.
Laboratory analysis of soil samples in the former dispenser island pit show that the cleanup matrix was met for all parameters, except for a small area directly beneath the former dispensers. At this location, the levels of hydrocarbon contamination are in excess of ADEC cleanup standards. Although groundwater was not encountered during this excavation, the potential for groundwater contamination exists. The lowest contaminated sample was taken at approximately 20 feet below grade. |

AFIDs 290A and 290B SERA Phase IV ST408 Release Investigation Report Final March 1997 received.
This report presents results from investigations conducted at site ST 408 on Elmendorf Air Force
Base (AFB), Alaska, contaminated with petroleum, oil, and lubricants (POL) products. The primary chemicals of concern at the site are petroleum hydrocarbons, including gasoline range organics (GRO); diesel range organics (DRO); and benzene, toluene, ethylbenzene, and total xylenes (BTEX). The objectives of the investigations were to estimate the extent of soil contamination and evaluate the potential for the site to be a source of groundwater contamination.
Two wells were installed adjacent to ST408, 61WL05 and 61WL06, during SERA Phase II as part of site SS49. No elevated photo ionization detector (PID) readings or hydrocarbon odors were noted during the installations.
GRO was detected in the soil sample collected from 5.8 feet bgs in 61WL06 at 5.8 mg/KG, and at 16 mg/Kg in the soil sample collected from 21.5 feet bgs in 61WL05. DRO concentrations near detection limits were identified in the groundwater samples.
No other petroleum hydrocarbons were detected. A new Hush House was constructed subsequent to the SERA II site investigation. The area outside the building was paved following construction. No petroleum-hydrocarbon above contamination agreed levels were detected at ST408 USTs
290A and 290B through the investigative techniques applied. Based on the results of the
release investigation, the USAF recommends ST408 USTs 290A and 290B for no further
action, as certified on the following disposition recommendation. |

ADEC received UST Decommissioning report. Sample ID 290004SS located under union between OWS and UST at 4.5 bgs had DRO contaminated soil above Level B critiera at 270 mg/kg.
Conclusions and recommendations of report: Field screening with a PID indicated detectable levels of VOCs in soil samples collected during excavation of the UST. Lab analyses of most samples collected from the UST excavation are below Level "B" cleanup guidelines (GRO-100 mg/kg, DRO 200 mg/kg, RRO 2,000 mg/kg, benzene 0.5 mg/kg, and total BTEX 15 mg/kg). Soil stockpile samples were below cleanup level "B" or even level "A". |

On June 14, 1999, the Department of Environmental Conservation (Department) received copies of the underground storage tank (UST) final site assessment reports mentioned above. The Department has reviewed the majority of the draft site assessments for these USTs and has taken the following actions: requested the U.S. Air Force to conduct a release investigation, issued a no further action letter, or has not completed a review of the either the draft or final site assessment reports.
The Department has requested the U.S Air Force to conduct a release investigation at the following UST sites:
• UST AFID 130ou, old building # 11-130,
• UST AFID 290ou, old building # 11-290.
To date the Department has not received a release investigation work plan for these UST sites. Please provide the Department with an updated work schedule for these release investigations.
The Department has issued no further action letters for the following UST sites:
• UST AFID 200ou, old building # 21-200,
• UST AFID 302ou, old building # 42-302,
• UST AFID 849ou, old building # 21-849.
The Department has not completed a review the following UST site assessment reports:
• UST AFID 570ou, old building # 11-570
• UST AFID 470ou, old building # 11-470
• UST AFID 800ou, old building # 5-800
UST AFID 187ou: The Department is waiting for confirmation that the PCB contaminated soil excavated during the UST decommissioning has been received by an authorized hazardous waste facility. Once documentation has been received, the Department would again review the data for possible site closure. |

SERA Phase IX Release Investigations Work Plan Draft. For all sites in SERA IX, it has already been established through previous environmental investigations that a discharge or release has occurred from a known source of contamination. As a part of SERA Phase VIII, RI work plans were initially developed for ST505/9, ST531/9, ST532/9, ST900, ST903, ST904. However, for funding reasons, the work plans for these sites were not implementend during SERA Phase VIII. As a result, the SERA site numbers for these sites were all modified to indicate that the sites are now being investigated during SERA Phase IX instead of during SERA Phase VIII (e.g. site number ST505/8 became ST505/9, and site number ST800 BECAME ST900).
ST702/8/9 is located on the Advance Outwash Deposits, ST904 is located on the Elmendorf Moraine, ST425/9, ST430/9, ST531/9, ST532/9, ST505/9, ST506/9, ST900, ST903, and ST906 are located on the Main Outwash Plain. ST409/7/9 is located within the Ship Creek Alluvium.
The objective of the SERA IX field investigation at ST900 is to determine whether the former oil/water separator and UST at ST900 have impacted groundwater. Because the nearest downgradient well (ST20-MW-12) is approximately 500 feet southwest of ST900, existing wells will NOT be useful in determining impact in the immediate vicinity of this site. |

Jennifer Roberts (DEC Federal Facilities) sent a letter to Joe Williamson dissolving the State Elmendorf Environmental Restoration Agreement. The Alaska Department of Environmental Conservation (DEC) has reviewed the issue of abolishing the State Elmendorf Environmental Restoration Agreement (SERA) per your recommendation. Elmendorf Air Force Base and DEC entered into the SERA in 1992. The agreement was developed as a tool to bring the Base into compliance with Alaska's regulations addressing underground storage tanks, oil and other hazardous substance releases and solid waste.
Since that time, Elmendorf has made significant progress in investigating and cleaning up historic contamination problems. Many of the sites covered by the SERA have been successfully cleaned up and closed. Cleanup is underway at the remaining sites. Additionally, Alaska has amended the regulations addressing fuel storage tanks, oil and other hazardous substance spills and solid waste. We concur with you that the SERA is no longer a necessary or beneficial. This letter serves as notice that DEC will end oversight on environmental work at Elmendorf by using the SERA. Instead, it is understood that the sites and programs formerly addressed by SERA: solid waste, underground storage tanks (UST), and oil and other hazardous substance discharges will be addressed in accordance with 18 AAC 60, 18 AAC 78 and 18 AAC 75. |

DRO, GRO, toluene, ethylbenzene, and xylenes concentrations in soil exceeded the ADEC 18 AAC 75.341 Method Two, Tables B1 and B2 Under 40-Inch Zone, Migration to Groundwater cleanup levels following excavation activities in 1994; however, no contaminants were detected above cleanup levels in soil samples collected outside the source area in 1995. No contaminants were detected above ADEC 18 AAC 75.345 Table C Groundwater Cleanup Levels during the 1995 investigation, indicating soil contamination has not migrated to groundwater.
In accordance with State of Alaska regulation 18 AAC 75, the USAF has completed cleanup
activities at ST408, JBER-Elmendorf.
Analytical results indicate in-source soil contamination levels are above ADEC 18 AAC 75.341
Method Two, Tables B1 and B2 Under 40-Inch Zone, Migration to Groundwater cleanup levels;
however, no contaminants were detected above ADEC 18 AAC 75.341 Method Two, Tables B1 and B2 Under 40-Inch Zone, Migration to Groundwater cleanup levels in nearby soil samples.
No groundwater contaminants have been detected above ADEC 18 AAC 75.345 Table C cleanup
levels. Excavation/soil movement and groundwater use restrictions will remain in place at the
site.
ADEC’s review and concurrence on the request for Cleanup Complete with Institutional Controls status is required in accordance with State of Alaska environmental conservation laws and regulations. While ADEC may comment on other state and federal laws and regulations, ADEC’s concurrence on the site closure does not relieve the USAF or its consultants, contractors, subcontractors, or USAF civilian personnel from the need to comply with other applicable state and federal laws and regulations.
The site has been adequately characterized under 18 AAC 75.335 and has achieved the applicable requirements under the site cleanup rules. Cleanup at the site is complete, subject to a
future ADEC determination that the cleanup is not protective of human health, safety, or welfare, or of the environment. ADEC will, as necessary to ensure protection of human health, safety, and welfare, or of the environment, require the USAF to conduct additional actions that meet the requirements of 18 AAC 75 Contaminated Site regulations and Alaska Statute 46.03 – 46.09.

2016 Draft Report for Remedial Action Operation and Land Use/Institutional Control at JBER received for review and comment.
The USAF Site Closure Report for ST408 (2012b) indicates that due to the remaining in-source
soil contamination, excavation/soil movement and groundwater use restrictions will remain in
place at the site. The use of groundwater from the shallow aquifer for any purpose is not
allowed. As long as hazardous substances remain at levels that preclude unrestricted use,
groundwater development and the use of groundwater for any purpose including but not limited
to drinking, irrigation, fire control, dust control, or any activity is prohibited in the shallow aquifer south of the Elmendorf Moraine.
The inspection of Site ST408 revealed no evidence of ground disturbance at this site. Revegetation
did not appear to be occurring and the monitoring wells located at the site were observed to be in good condition. Site inspection photographs at Site ST408 could not be collected due to the level of security at the site, however no evidence was observed that would require site maintenance or repair.
The USAF Site Closure Report for ST408 (2012b) states remaining contamination in soil is
below direct contact cleanup levels, and the USAF and ADEC determined that site closure with
institutional controls was appropriate and protective of human health and the environment.
