Problems/Comments

ADOT&PF contracted UST-related work on behalf of the Department of Corrections. Two regulated USTs were decommissioned by BC Excavating on July 30, 1998. One 2200-gallon diesel UST & one 2200-gallon gasoline UST. Dowl Engineers performed the closure site assessment and 15 to 35 cubic yards of contaminated soil were excavated and stockpiled onsite. The soil stockpiles contained ~ 375 mg/kg DRO. DRO contamination was detected under the diesel dispenser at a high concentration of 44,000 mg/kg, and under the gasoline dispenser at 440 mg/kg. A release investigation was never completed, so the extent of remaining soil contamination is not known. A release investigation and treatment & disposal of stockpiled contaminated soil is now required (Updated 3/10/05 by P.Horwath) ADEC contracted with Shannon & Wilson for continued release investigation at the location of the two former USTs. Monitoring wells were installed, however water was only recovered from one of four MWs installed. GW cleanup levels were not exceeded in the MW that was sampled. An RFP has been developed to decommission all MWs at this site in May 2007. (Updated 3-23-07 by P.Horwath)

8/31/2007 Institutional Control Record Established Residual soil contamination (DRO) remains at the location of the former gas and diesel dispensers. Contaminant concentrations exceeded ADEC soil cleanup levels for ingestion, inhilation, and migration to groundwater. Should future excavation work be planned at this site, or should site work expose contaminated soil, the ADOCorrections must contact ADEC and additional site assessment or remedial activities may be required at that time. Should the existing above-ground fuel storage tank systems be removed or relocated, the ADOCorrrections must contact and inform ADEC. At that time, additional release investigation will be scheduled in order to determine the horizontal and vertical extent of petroleum contamination. Again, additional cleanup work may be required at that time. Paul Horwath
