Shannon and Wilson excavated contaminated soil, (700 cubic yards stockpiled on site) and sampled to delineate remaining contaminants: at the ground water interface under tanks 3 & 4, (GRO up to 325 mg/kg and DRO up to 6,430 mg/kg) and near the maintenance station foundation, (DRO up to 1,170 mg/kg and benzene up to 0.0229 mg/kg). The stockpiled soils were screened reducing this volume to approx. 250 cubic yards. |

2003 Shannon and Wilson report summarizes ground water and stockpile samples from Sept. 2002. Monitoring wells (MW) 2 and 5 did not contain GRO, DRO or BETX above their laboratory PQL's. MW-4 contained approximately 0.25 inches of NAPL floating on the water GRO at 0.191mg/L, DRO at 1.69 mg/L, and o-xylenes at 4.40 ug/L. Stockpiled soil contained GRO concentrations up to 6.07 mg/kg, DRO up to 1,040 mg/kg, all BETX analytes were below migration to groundwater cleanup levels. Report recommends proper abandonment of DW well, use of stockpiled soil in non-environmentally sensitive area, further monitoring of MW - 4. |

Received heating oil tank closure report, added an update to the problem statement. DRO contamination above ADEC migration to groundwater cleanup levels was detected in the zone of groundwater fluctuation. This is a perched water table and not a drinking water source. The contamination was removed to the extent practicable and contaminated soil was stockpiled on site. An old soil stockpile at the site was used to backfill the excavation. ADOT will move the new stockpile to Cantwell, as they have vacated this site which is on BLM property. ADEC approved landspreading of this stockpile at the Cantwell Maintenance Station. |

LUST Site Cleanup report received. The report details 2005 groundwater monitoring at the former East Fork Maintenance Station. All facilities, regulated and unregulated tanks have been removed from the site. ADOT plans to remove the soil stockpile this fall. Groundwater monitoring wells were installed in 2001 to evaluate contaminant levels in the perched water table at the site. MW-5 which is down gradient of the former UST's contained DRO concentrations above cleanup levels 2.28 mg/l. Samples from this well have previously been non-detect. The groundwater was the lowest since sampling began in 2001, recharge was poor, and the sample was biased high due to high turbidity. |

Site conditionally closed. The cleanup actions at this site have resulted in the removal of six USTs and over 800 cubic yards of contaminated soil. Soil and groundwater contamination remains on site above established cleanup levels. Groundwater has up to 2.28 mg/L of DRO remaining. However, based on the information provided to date, ADEC has determined that the cleanup actions employed at the ADOT&PF East Fork Maintenance Station have removed contamination to the extent practicable at this site and no further action is required. |

The contamination remaining on site does not pose an unacceptable risk to human health or the environment provided site specific conditions and/or controls are attached to the property. As a result of this determination, ADEC will conditionally close this site subject to the following conditions:
1. A Notice of Residual Contamination will be added to the ADEC Database identifying the nature and extent of contamination remaining on site.
2. In accordance with 18 AAC 78.274(b), ADEC approval must be obtained prior to the transport of soil and/or groundwater from this site to an off-site location.
3. ADEC shall be notified prior to installation of any drinking or other groundwater extraction wells.
4. The groundwater shall be monitored during the summer of 2006 for GRO and DRO compounds. |
