Underground Storage Tank Site Characterization or Assessment |
In a report "UST Site Assessment Report" dated October 1998, Tellus reported contamination identified in the area where the 500 used oil tank was removed on 9/23/98. Groundwater was detected around 7.0 ft. BGS. Subsurface soils were excavated and stockpiled. Soils above Level B were left in the area near the remote filll pipe (1,300 mg/kg DRO), and soil in the stockpile was found to range as high as 840 mg/kg DRO and 2,100 mg/kg RRO. Benzene in all five samples (three subsurface and two in the stockpile) ranged between 0.014 and 0.065 mg/kg. |

In a letter dated 1/11/99, DEC provided comments to Tweedy regarding the UST Site Assessment Report dated 10/98 and requested a corrective action plan by 3/1/99, which would include monitoring wells. The letter also notified Tweedy of cost recovery requirements. |

On 2/26/99, DEC received New Horizons "Draft Corrective Action Plan" that requested an extension to provide a more detailed plan to DEC. The draft plan also disagreed w/DEC's 1/11/99 letter on the nature of the contamination and effect on groundwater. N. Horizons believed that there were two different spills types at the former UST locaton due to fueling accidents and dumping of small amounts of waste oil in the past. New Horizons also noted that they were researching further on the issue whether groundwater was encountered by Tellus. |

Leaking Underground Storage Tank Corrective Action Underway |
In a letter dated 5/14/99, DEC conditionally approved of New Horizons "Corrective Action Plan" dated 4/2/99 and its addendum dated 4/12/99. The addendum noted that it was learned that the oil water separator had been removed a number of years previously so that the plan now was to enlarge the excavation done in 1998, sample under the bldg., and removed the oil water separator line. |

On 6/22/99, DEC approved of New Horizon's 6/21/99 request to transport 90 cy of petroleum contamianted soils from the site to ASR for thermal remediation and disposal. The 6/21 request noted that 20 cy were excavated in 10/98 and 70 cy were excavated in 6/99. |

In a letter dated 9/20/99, DEC requested further information regarding New Horizons' "Corrective Action Plan Adddendum" dated 7/16/99.
The 7/16 plan noted that 1 monitoring well was installed in June 99, groundwater was detected at 7.0 ft. BGS, no petroleum was detected in the area of the two lines to the former oil water separator, the two lines were removed, and high levels of petroluem was detected at the facte of the foundation of the bldg. (up to 14,000 mg/kg DRO and 25,400 mg/kg RRO. Benzene was undetected.
The plan specified to performed further excavation from the face of the bldg., place a mixture of feritlized and ORC in the are, and on a monthly basis pour a mixture of ORC and fertilizer into the two wellbores that were installed thru the bldg. concrete floor. |

In a letter dated 11/26/99, DEC conditionally approved New Horizons' 7/16/99 "Corrective Action Plan Addendum" based upon its review of New Horizons' 9/30/99 response. DEC reqeusted that the monitoring well be installed in the area of the deeper contamination near sample location TC-99-64-14. |

In a letter dated 3/13/00, DEC provided comments to New Horizons' 1/24/00 fax in which they propose an alternative monitoring well design. DEC recommmends that the monitoring well be installed in the location where DEC requested in their 11/26/99 letter and that the well screen be installed with a larger screen interval to ensure sampling during fluctuating seasonal groundwater levels. |

In a letter dated 8/22/02, DEC responded to Tweedy regarding new Horizons' groundwater monitoring reports dated 1/23, 5/22, 6/24 and 7/31/02. The letter also noted discussion between Sundet and Sherie Greenshields of New Horizons on 6/21/02 in which she requested consideration of closure of the site. On 6/21, DEC requested that ORC cease to be injected at least 2 months prior to sampling so that the sample will reflect actual conditions of the groundwater at those locations.
The DEC letter requested further information prior to approving New Horizons' request to decommission the 3 monitoring wells, including that the soil currently meets applicable Method 2 cleanup levels. |

In a letter dated 9/10/02, DEC conditionally approved New Horizons' plan dated 9/9/02 to excavate in the area outside of the doorway where the high levels of petroleum had been detected and transport any contamination above applicable Method 2 cleanup levels off site for thermal remediation.
DEC also requested information that it had requested in its 8/22/02 letter, including on the construction methods of the monitoring wells |

On 9/12/02, Sundet inspected the site in response to Greenshields calling that day stating that excavation began and no soil contamination was detected where it had been expected outside of the doorway and where the oil water separator had been located. No soil staining was observed or on the groundwater which was at about 7.0 ft. BGS. About 12 cy of soil had been excavated and stockpiled onsite. Greenshields speculated that the lack of documentation by the former New Horizons project manager. |

In a letter dated 9/27/02, DEC provided comments to New Horizons' 9/23/02 report, which noted that soil samples detected no exceedances to petroleum constituents DRO, RRO, BTEX, and GRO; that a groundwater sample collected 200 ft. east and 80 ft. south of the SE corner of the bldg. And 5 ft. BGS shwed 0.39 mg/L DRO and 0.60 mg/L RRO which were below Table C cleanup levels.
The DEC letter also noted that further information needed to be provided to address its 8/22/02 letter that requested information such as the status of the drinking water well on site, and groundwater flow gradient and direction. |

In a letter dated 10/17/02, DEC informed Twiddy that based upon New Horizons 10/14/02 letter that satisfactorily addressed issues in DEC's 9/27/02 letter, that DEC considered the Coastal Tire site closed. The 10/14/02 letter also noted that the drinking water well on site had no longer been in use and would be decommissioned. |
