Problems/Comments

Lots A and AA have been combined to serve as the location for Alaska Department of Transportation and Public Facilities (ADOT&PF) Air Rescue Fire Fighting (ARFF) and Snow Removal Equipment Building (SREB) project. Lot A is the former Mark Air Passenger Terminal site (see ADEC file number 410.38.003). The building was removed in 2006. A 1997 Phase II Site Assessment identified diesel contamination present in the soil above ADEC cleanup levels. Lot AA is the site of the former ADOT&PF Maintenance Station, which consisted of two shops identified as the East and West Shops. These were also demolished in 2006 as part of the ARFF/SREB project. Three underground storage tanks (USTs) and five above ground storage tanks (ASTs) were removed in 2006, along with approximately 5,000 cubic yards of soil. Confirmation samples from the stockpiled soils showed diesel range organics (DRO) and gasoline range organics (GRO) contamination above the most stringent ADEC cleanup levels, but below levels protective of human health from inhalation. Per agreement between ADEC Contaminated Sites program and the ADEC Solid Waste program, soils below the human health inhalation/ingestion levels were approved for use as landfill cover at the Kotzebue Landfill. Samples from the limits of the excavation were up to 11,000 milligrams per kilogram (mg/kg) DRO; 875 mg/kg GRO; and in one area, up to 0.067 mg/kg benzene. For all other areas of the excavation, benzene was not detected. Supra-permafrost groundwater was sampled and shown to be impacted: 1.96 milligrams per liter (mg/L) of DRO. Groundwater is not a drinking water source at this site. During a 2002 Site Assessment at the Mark Air Passenger Terminal site (Lot A, Block1), soil sample collected east of the buildiing, at a drum/tank storage area (approx. 1 foot bgs) contained PCE (2.69 mg/kg)above MTG cleanup level. Update 2010: Monitoring wells installed during September 2010 by ADOT&PF buildings on Lots AA & A and Lot 1B (MW10-02 & MW10-03) indicate groundwater contamination above groundwater cleanup levels (benzene 18.3 micrograms per liter (ug/L) in MW10-02 & benzene 111 ug/L in MW10-03), although the sources of contamination remain unclear. Porewater collected in 2008 immediately west of these lots indicates petroleum contamination in groundwater is reaching surface water of Kotzebue Sound. TCE (3.91 ug/L) alos detected in porewater. Update 2011: PCE (1.23J ug/L) detected in MW10-03, and TCE (1.04 ug/L) dtected in MW10-01; MTBE (5.79 ug/L) detected in MW10-02. This site record also includes information transferred from Hazard ID 25600 "ADOT&PF MarkAir (Former Terminal Bldg.) - Kotzebue Airport" File No. 410.38.027. The former MarkAir facility at the Kotzebue Airport was located on Lots A and C-D. Prior to consolidation, Hazard ID 25600 refered to the former passenger terminal location in lot A. A series of assessments and site characterizations identified soil and groundwater impacts from petroleum contamination. This lot is now the location of the ADOT&PF ARFF and SREB building, which extends across Lots AA and A (currently lot AAA).

One 500 gallon AST held heating oil, one 500 gallon AST held Jet A and one tank of undetermined size was located in the building crawlspace and it is unknown what this tank held. 25 barrels of undetermined contents were temporarily stored on site. Lot C-D (cargo building) had 3 ASTs; one 1,500 gallon heating oil AST, one 150 gallon waste oil tank, and one 300 gallon diesel AST, which was out of use. Later Shannon & Wilson report "Site Summary, Former MarkAir Site, Lots A and C-D, Block 1, Kotzebue Airport, Alaska" received in 2004 reports the following from the missing Dames & Moore report: Lot A had surface staining near several ASTs and a drum storage area. Lot C-D also had surface staining. The cargo building was demolished and burned, leaving only a concrete pad. Possible impacts from three ASTs located west (Lot B) of Lot C-D were noted. 12/5/1997 Update or Other Action 1997 Environmental Baseline Survey by Dames & Moore. This report is missing from the file. Later Shannon & Wilson report "Site Summary, Former MarkAir Site, Lots A and C-D, Block 1, Kotzebue Airport, Alaska" received in 2004 reports the following from the missing Dames & Moore report: Lot A - Two hand borings identify DRO at 520 ppm on western boundary 3.5 feet bgs underneath a surface stain. Fuel was observed in the sump beneath the former MarkAir Terminal building. The sump is located adjacent to an oil fueled furnace. Three soild borings identify DRO up to 5,260 ppm along eastern boundary. Lot C-D - Soil boring along eastern side of cargo building from 4 feet bgs showed 4,070 ppm DRO and 448 ppm GRO, 0.555 ppm benzene, nad 9.10 ppm toluene. Groundwater with petroleum sheen was observed in the hole. A soil boring near the 1,500 gallon heating oil tank showed 1,540 ppm GRO, 6,170 ppm Dro and 12.2 ppm ethylbenzene. 2/6/2004 Update or Other Action Received a Management Plan prepared by Shannon & Wilson for the contaminated soil handling and testing for the construction of a new Airport Rescue and Fire Fighting/Snow Removal Equipment Building at the Ralph Wien Memorial Airport in Kotzebue. This building will be constructed on Lot AA and Lot A which will involve demolishing the existing ADOT&PF ARFF/SREB on Lot AA and FBX, Inc. on Lot A. Contaminated soil that will be encountered during the demolition and construction of the new building will be used as final cover material at the Kotzebue landfill. 2003 sampling shows DRO up to 15,800 mg/kg and benzene up to 0.369 mg/kg in the soil. Lot A: Storage area east of former terminal building had an AST and barrels. One barrel was observed to be leaking. Two samples collected from 0.5 to 1 foot bgs identified 953 ppm GR0, 3,410 ppm DRO, 0.233 ppm benzene, 6.09 ppm arsenci, 2.69 ppm PCE, and 7.37 ppm ethylbenzene. Lot C-D had identified contamination at the former heating oil AST and generator building. One sample from 0.5 feet bgs showed 354 ppm GRO, and 4,040 ppm DRO. 4/7/2017 Meeting or Teleconference Held DEC met with Penny Adler, Sam Myers, and Mike McCarroll at DOT to discuss contamination associated with the Kotzebue Airport. During the meeting, DEC discussed what is known about petroleum-contaminated water and migration to the Kotzebue Sound and the Lagoon. DEC is no longer investigating the contamination through state funding, and will be working with lease lot RPs to identify the sources of contamination and attempt to cleanup contamination through source removal.
