Problems/Comments

In 2007 eight test holes were dug in the vicinity of two abandoned tanks as part of a site characterization. Reportedly, four gasoline underground storage tanks (UST) remain on site - two 1,000 gallon USTs and two 500 gallon USTs. Six soil samples, ranging from a depth of 18 inches to 7 feet bgs were collected from the testholes and analyzed for GRO and BTEX. Soil samples taken at 18 inches bgs, near the fill pipe at the southern most tank indicate GRO up to 1,130.0 mg/kg, benzene up to 8.86 mg/kg, toluene up to 39.4 mg/kg, ethylbenzene up to 19.6 mg/kg, and xylenes up to 106 mg/kg. Petroleum consituents were also found down to four feet bgs. In 2008 the tanks are still in place. It was noted that the southern most tank is filled with water and partially filled with free product. The tanks were noted to be in poor condition. The northern most tank sprang a water leak on the east end, at about 30 inches bgs, when the tank was exposed. DRO was not analyzed. On April 28, 2010 five USTs were removed at this site - two 1,000 gallon gasoline tanks, two 500 gallon gasoline tanks, and one 500 gallon diesel tank. Contamination over site cleanup levels was found at all 5 tank locations in sidewalls, base of the excavations, and at a piping elbow. Up to 1.42 mg/kg benzene remains at the site. Contamination was found in samples collected at 3 feet to 8 feet below ground surface, but could be at a shallower and deeper depths as the extent of the contamination has not been defined. A hole was found in the southern wall of the western 1000 gallon gasoline tank, and several holes were observed in the east 1000 gallon gasoline tank. Seeps of contaminated groundwater with a sheen were observed at around 3 feet below ground surface at the dispenser island. Samples were collected from contaminated excavated soil had up to 6.83 mg/kg benzene, 536 mg/kg GRO, and 139 mg/kg DRO. Need to define the extent of the soil and groundwater contamination at this site and properly treat/dispose of contaminated stockpile.

9/22/2008 Update or Other Action ADEC completed laboratory data report review for approval; samples for volatile analysis (GRO/BTEX) were received above temperature (10degreesC) with no trip blank so data usability is biased low but served to get the site listed. Without a signed case narrative from the laboratory ADEC cannot determine with any certainty that all corrective actions taken during the analysis are documented in the report; LIMs notations are useful but not enough for unrestricted use of the data. 11/25/2014 Document, Report, or Work plan Review - other DEC approved by email, sent to City of Petersburg (CP) and Chilkat Environmental Inc. (CEI), a sampling plan to characterize soil beneath the former Mitkof Sales and Service building. Three samples and one duplicate will be collected at the saturation interface (if present) or at the clay layer, found in two previous investigations at 2 feet below the ground surface, beneath the concrete floor. One sample and field duplicate will be collected at the location of the former floor drain and two samples will be collected in borings advanced through concrete within the building footprint nearest the former UST locations. The sample and field duplicate collected at the lift/drain excavation and will be analyzed for VOC by EPA 8260, DRO by AK 102, RRO by AK 103, GRO by AK 101 and RCRA 8 metals by Method 200.8. Two samples collected in new borings under the concrete shop floor nearest the UST sites and will be analyzed for VOC by EPA 8260, and RCRA 8 metals by Method 200.8. Bruce Wanstall
12/24/2014 Document, Report, or Work plan Review - other DEC has reviewed: Site Characterization Mitkof Sales & Service (Report), dated December 18, 2014. Chilkat Environmental Inc. completed the Report documenting the results of environmental site investigation for potential impacts to subsurface soil at the referenced site, from vehicle maintenance shop appurtenances (vehicle lift and floor drains) that the Petersburg Borough Public Works is decommissioning at the inactive facility. In accordance with Title 18 Alaska Administrative Code (AAC) 78.090, qualified person(s) used data collection and field screening methods consistent with DEC methodology in conducting the site assessment, release investigation and corrective action at the site. The data meet field and laboratory report quality assurance criteria in Contaminated Sites Program guidance documents and the UST Procedures Manual. The Report documents the results of field and laboratory investigation into petroleum release from regulated UST systems as required by 18 AAC 78.230 - 18 AAC 78.280 and 18 AAC 78.600 - 18 AAC 78.625. 7/2/2015 Institutional Control Periodic Reporting The property must covered by asphalt cap to limit exposure routes within 15 months (by October 3, 2016). When implemented, the Borough of Petersburg (BOP)shall submit an Initial Cap Maintenance (ICM) Report with photographs documenting the condition of the asphalt cap. Every five years after the Initial Report is submitted, the BOP will submit new ICM report to the DEC. Reports may be sent the Juneau DEC office by regular mail or email to DEC.ICUnit@alaska.gov.
