Problems/Comments

In May 2008 petroleum-contaminated soil was discovered at the Coronodo Park Subdivision, Lots 13 and 18. Diesel range organics were present prior to purchase of the property in 2007. This property was formerly known as the Lazy Mountain Trailer Park and is associated with Hazard ID 2732, file number 2107.38.001.

11/5/2008 Update or Other Action DEC staff reviewed a letter authored by Robert Reges and dated October 31, 2008. In the letter he stated that the appended “Report of Environmental Investigations at the Location of the Proposed Coronado Park Housing Development” satisfies the elements of a release investigation under 18 AAC 75.355. He also informed DEC that your environmental consultant will deliver a cleanup work plan to CSP in July 2009 and inquired about re-use of contaminated soil in utilidors. DEC issued a letter on November 5, 2008 to clarify its policy with regard to re-use of contaminated soil. DEC will approve of leaving contaminated soil in place (including in utilidors) in accordance with prior guidance provided the contaminants in the soil are adequately characterized, and do not exceed the ingestion and inhalation values provided in 18 AAC 75.341 Tables B1 and B2. Additionally, approval of re-use of contaminated soil will likely lead to site access restrictions. DEC approved of Mr. Reges request to extend the deadline to July 01, 2009 for submittal of a cleanup work plan. Todd Blessing
5/29/2009 Cleanup Plan Approved DEC staff reviewed and conditionally approved Travis/Peterson Environmental Consulting, Inc.’s “Corrective Action Plan, Coronado Trailer Park, Former Lazy Mountain Trailer Park”, dated April 2009. The plan was issued to DEC to address contamination discovered in 2008 by Terrasat on Lot 13. Eagle River Downtown LLC plan on building a senior housing area around the known contamination. Within the work plan, Travis/Peterson Environmental Consulting proposed to do the following: 1. Field screen potentially contaminated soil utilizing a combination of photoionizing detector and a PetroFLAGTM analyzer. 2. Stockpile potentially contaminated soil and field screen and sample stockpiles according to DEC’s 2002 LUST Procedures Manual. Confirmation samples will be analyzed for DRO. 3. Collect confirmation soil samples to confirm all contaminated soil has been removed. One soil sample will be collected based on three field screening readings every 100 square feet. Soil samples will be analyzed for DRO. 4. Construct a containment area for stockpiled soil in accordance with 18 AAC 78.274 regulations. Soil that is confirmed to be contaminated will be thermally treated at Alaska Soil Recycling (ASR). 5. Provide a final report of findings to DEC within 60 days of receipt of laboratory results. DEC approved of this work plan in a letter dated May 12, 2009 provided confirmation soil samples are analyzed for DRO, GRO, and BTEX according to DEC approved methods. Todd Blessing
11/20/2009 Cleanup Complete Determination Issued Following DEC’s review of Terrasat, Inc.’s “Corrective Action Report Coronado Trailer Park Former lazy Mountain Trailer Park Lot 13” dated July 23, 2009, DEC has determined no further assessment or cleanup action is required. The levels of contaminants of concern detected in soil do not exceed DEC’s most stringent cleanup levels established in 18 AAC 75.341 Method Two Tables B1 and B2. Groundwater is not believed to be impacted since soil was determined to be clean at 9 feet bgs and groundwater is 15 feet bgs in this area. There are no drinking water wells on-site. Therefore, there is no longer a risk to human health or the environment, and this site will be designated as cleanup complete. Todd Blessing
3/14/2013 Meeting or Teleconference Held Met with BGES and stakeholders in the development of a new building to be developed on the site. BGES agrees to provide work plan which will address screening and sampling of contaminated soil, if encountered, and measures to mitigate potential VI in the building if contaminated soil is encountered. The building will have a below-ground parking garage with the base of the parking garage's slab at approximatley 12 feet bgs. Jacob Gano

4/25/2013 Update or Other Action Received letter from BGES on behalf of Cook Inlet Housing Authority (CIHA). Lots 4 and 19 have been sold, and will be redeveloped into condominiums. Lots 3 and 18 will also be sold within the next year. The letter states that for the construction of the condominiums, soil will be excavated and re-used or disposed of as uncontaminated unless contamination is encountered, in which case DEC will be contacted. The lots for sale appear to be within the bounds of the Lazy Mountain Trailer Court site (2107.38.001). The IC group, which manages the Lazy Mountain Trailer Court site, indicates that the letter is satisfactory. Jacob Gano
