Problems/Comments

Former UST 502-1 was a 500-gallon diesel storage tank located near the southwest extent of the facility that supplied fuel to the station’s guard shack. The tank was installed in 1957 and removed in 1994. Petroleum-contaminated subsurface soil was identified beneath the tank during the tank removal. DRO concentrations in samples from beneath the tank were 6,300 and 11,000 mg/kg. Additional investigation was conducted during the RI. The work included installation and sampling of two monitoring wells, three microwells, and two soil borings. The analytical testing program included soil analyses for DRO, GRO, TRPH, BTEX, and Fuel ID. The program included analysis of groundwater for DRO, GRO, TRPH, BTEX, and Fuel ID. Depth to groundwater is approximately 25 to 27 feet bgs. DRO contamination was found in soil through the vadose zone to the groundwater table at the former tank location. No free product was observed, however a smear zone was indicated to be present. DRO concentrations in soil at AP-303 adjacent to the former tank location ranged from 71 to 6,900 mg/kg. The soil samples with elevated DRO concentrations were not analyzed for BTEX. Results suggest the contamination is attributable to a subsurface release from the UST or piping, however potential surface spillage was indicated.

8/13/1997 Update or Other Action ADEC received the Work Plan for Phase II Remediation, Wildwood AFS, by HLA Wilder, dated July 2, 1997. Plan called for capping the disposal trenches and landfill areas with a soil cover and revegetating them, excavation and treatment of lead contaminated soil from the firing and rifle range, excavating and treating petroleum contaminated soil from the operations building transformer, UST and AST areas and installing an air sparing/vapor extraction system at the former tank farm. ADEC comments on the draft workplan were not all adequately addressed (i.e. it calls for excavating to pre-determined limits rather than to achieve cleanup levels) and no formal approval was given on the workplan. 12/9/1997 Update or Other Action Received the groundwater monitoring report for sampling done in July 1997. Groundwater levels have dropped significantly, some MWs have gone dry. 10/7/1998 Update or Other Action ADEC sent a letter to the Corps approving operation of the vapor extraction system without running the thermal oxidizer. The approval is based on the condition that a startup report be provided within 30 days after the 5 day startup period, the monthly and annual monitoring report be provided to DEC, if the VOC concentration in the stack monitor exceed 2,000 ppm - ADEC be notified immediately. This was based on air dispersion modeling done in the remedial design, the low levels of VOCs encountered thus far and challenges operating the thermal oxidizer. John Halverson

5/11/1999 Update or Other Action ADEC received the groundwater monitoring report for sampling done in February 1999 at the former tank farm area. Several new MWs were installed in late 1998 to replace wells that had gone dry due to falling water levels. The new wells have longer well screens. Sample results from these wells were generally much lower than from the original wells and may be due to a dilution effect from having a larger screened interval. Free product is present in three wells (two along the southern boundary of the site). 1,2 DCA in the downgradient, off-site well showed another slight increase in concentration. John Halverson
8/4/1999 Update or Other Action ADEC received a draft revised groundwater monitoring plan for Wildwood AFS. ADEC responded with several comments on August 19, 1999. Corps will conduct one round of sampling, install the additional wells recommended, properly abandon wells that are no longer in use and then provide another draft monitoring plan, based on new information obtained in this initial sampling event. 9/3/1999 Update or Other Action ADEC received "Remedial Action Report, Phase II Remediation" by Harding and Lawson/Wilder, dated August 25, 1999. The report documents cleanup work done between June 1997 and November 1998. Main Complex drum storage area was cleaned up to levels specified in the contract. Operations Building - transformer area and drum storage area have residual DRO contamination; transformer casing and concrete sent to landfill. Rifle and firing ranges - lead contaminated soil was excavated and shipped to a TSDF; cleanup levels were achieved (<400 mg/kg Pb in soil). 6/30/2000 Update or Other Action ADEC received a Semi-Annual Interim Report - November 1999 through April 2000. It describes the operations and maintenance work conducted. It also notes that 11 additional monitoring wells (MW 17- MW 27) were installed earlier in 1999, however, the details on those wells is not included in this report. Respiration testing showed biodegradation is occurring, but at a low rate. Vapor monitoring from the VES and calculations indicate ~3,200 gallons of fuel were removed between startup and April 2000 through vapor extraction. John Halverson
7/5/2001 Update or Other Action ADEC received the Former Wildwood Air Force Station October 1999 - December 2000 Groundwater Monitoring Report, dated June 29, 2001, by E&E. It documents six quarterly sampling events, installation of 10 monitoring wells (MW 8 -MW 16) in September and October 1999 at and downgradient from the former tank farm and two additional wells (MW 28 - MW 29) installed in July 2000. The laboratory results indicate GRO/BTEX concentrations have decreased significantly in the plume from the former tank farm. The DRO concentrations have not decreased as significantly and its plume size has been pretty stable. Concentrations of 1,2-DCA in downgradient wells also have to have decreased. Measurable free product appears to have reduced to the area around MW-5, which has been connected to the treatment system and was not monitored for product after July 2000. John Halverson

6/2/2005 Site Characterization Workplan Approved A work plan for Site Characterization and Attenuation Monitoring was approved with minor comments. The work plan describes the planned investigation to delineate further the locations of remaining NAPL at the various source areas within the former Wildwood AFS using the Rapid Optical Screening Tool (ROST), Laser-Induced Fluorescence (LIF). It includes sampling and analysis to calibrate the results of the ROST LIF work and to further characterize contaminant nature and obtain data with which to evaluate the status of each source area using current Method II and III tools, and possibly a 4-phase partitioning model. Sampling and analysis will also obtain data with which to evaluate natural attenuation occurrence at each source area. Debra Caillouet

1/29/2007 Site Characterization Report Approved Staff approved the Draft Report, Soil Sampling, October 2006, Former Wildwood Air Force Station. The report presents the results of soil sampling at the former tank farm. Sample locations were chosen based on the highest responses from the characterization that was done with the ROST/LIF. Contamination remains at the smear zone in the center of the site up to 5000 mg/kg DRO. The correlation with the ROST/LIF results was excellent. Debra Caillouet

9/5/2007 Update or Other Action Staff reviewed and prepared comment on No DOD Action Indicated Report, Wildwood AFS, F10AK0251 HTRW Project 03, Draft July 07 The report summarizes the actions and data for twelve areas of concern at the former Wildwood Air Force station that are located at the High Frequency Facility, ACS MARS facility, Operations Building Facility, Rifle Range, Firing Range, Main Complex, and the Main Drum Storage Area. Comments on the draft document are being provided on the attached table. In general, DEC agrees with the conclusions to close these sites after the appropriate public comment period with the exception of the High Frequency Facility where the data supports a Conditional Closure. 9/5/2007 Site Characterization Report Approved The ROST/LIF Investigation, Former Wildwood Air Force Station, Revision 1, April 2007 Report was reviewed and approved. The report presents the results of the investigation at multiple areas within the former Wildwood AFS during the summer of 2005. The logs from the ROST/LIF are presented along with laboratory analysis results. DEC did not receive a copy of the laboratory data packages that are necessary to complete the review and approve the report. The well purging logs indicate that several wells are experiencing bio-fouling. 6/16/2020 Site Characterization Workplan Approved The department approved a workplan to conduct groundwater sampling at the Former Tank Farm and Operations Building AST/UST, 12-acre landfill, and UST 502-1. One new well will be installed at the location of UST 502-1. The sample collected from this well will be analyzed for DRO, VOC, and PAH. 8/20/2021 Site Characterization Report Approved ADEC reviewed the 2020 Groundwater Sampling Report for the Former Tank Farm, Operations Building Former ASTs/USTs, 12-acre landfill, and UST 502-1. At UST 502-1, one groundwater monitoring well was installed using a direct push method. Continuous soil borings were taken during well installation. A PID was used to field screen the soils at one-foot increments, and total of three soil samples were collected from the intervals with the highest PID readings. Samples were collected at the 17-18 feet interval (one primary sample and one duplicate) and at the 25-26 feet interval (one primary sample), and were analyzed for DRO (deviation from including PAH and VOC as well). DRO was detected in soil in the MW-1 boring at a concentration of 2,200 mg/Kg QLat 17-18 feet bgs, above the ADEC soil cleanup criteria of 250 mg/Kg. A soil sample collected at the groundwater interface (25-26 feet bgs) was below the screening criteria. The monitoring well MW-1 was sampled for DRO, PAH, and VOC. DRO was detected in MW-1 at a concentration of 0.834 mg/L below the ADEC groundwater criteria of 1.5 mg/L. No other analytes were detected in groundwater. Lisa Krebs-Barsis

The report describes the sampling of groundwater monitoring wells at the Former Wildwood Air Force Station (AFS) Operations Facility, 12-acre Landfill, and Underground Storage Tank (UST) 502-1 to evaluate the remaining groundwater contaminant trends at the sites. Groundwater was analyzed for diesel-range organics (DRO) at the Operations Facility, volatile organic compounds (VOCs) at the 12-acre Landfill, and DRO at the former UST 502-1. DRO was detected at the Operations Facility, in monitoring well MW-2, at concentration of 2.18 milligrams per liter (mg/L), exceeding the 18 AAC 75.345 Table C groundwater criteria of 1.5 mg/L.
