Response to email dated 8/10/09 describing the results of the initial release investigation and intended additional data collection based on those results. Benzene concentrations remaining in the soil around the eastern tank fill location (TF1) less than 0.05 mg/kg benzene but greater than the Method Two migration to groundwater (0.025 mg/kg). DEC has no objection to additional sampling under the current work plan authorization (initially approved by ADEC on March 30, 2009).
S&W proposes to advance one soil boring, designated PB1 on figure attached to 8/10/09 email, to document the depth of contamination in this area using continuous sampling to document the soil conditions and headspace readings at this location down to the groundwater contact. The groundwater in the area is anticipated to be at 10 to 15 feet below ground surface and S&W plans to install a temporary well in this boring to collect a screening-level water sample.
Upon completion of these efforts a brief summary report will provided as described in the March 26, 2009 release investigation work plan. The report will include both the initial near surface sampling as well as the additional soil boring efforts.
The objective of advancing the boring is to determine the depth of the contamination identified around the TF1 location. Should the results of this soil boring and temporary well indicate contamination reached groundwater, additional characterization may be warranted and would be proposed under separate cover. However at this time, the contamination appears to be limited in extent and the intent of this work is to provide more complete information for this area under the current work plan authorization.

Date of receipt of Release Investigation report. Review included lab review checklist. Three tank fill areas were investigated using 4 (each) test holes advanced by hand. Two of nine soil samples submitted to the laboratory were associated with benzene results greater than Method Two Migration to Groundwater. The objective was to collect what could be considered confirmation samples for the previous excavation. Another boring was advanced slightly stepped out from the benzene exceedances and soil samples and a groundwater sample collected from a temporary well suggest that the contamination did not extend beyond the immediate area or impact groundwater.
ADEC requested additional information such as field notes because the report does not discuss whether native versus backfill material could be discerned while advancing the hand borings and determining that 2 feet below ground surface was the appropriate depth to collect confirmation samples from. |

Cleanup Complete Determination Issued |
The Alaska Department of Environmental Conservation (ADEC), Contaminated Sites Program, has completed a review of the environmental records associated with the Holiday Station Store #611 site. Based on the information provided to date, the ADEC has determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment, and no further remedial action will be required as long as the site is in compliance with established institutional controls. This decision is based on the administrative record for Holiday Station Store #611, which is located in the offices of the ADEC in Anchorage, Alaska. |
