Problems/Comments

Two regulated 1,500 gallon USTs, one diesel and one leaded gasoline, used to dispense fuel to company vehicles were removed on 8/28/91 and diesel and gasoline contaminated soil were found during the removal. Analytical sample results indicated DRO up to 3,470 mg/kg and benzene up to 0.05 mg/kg in contaminated soil stockpiles. Matrix Level B was the comparative cleanup level at the time and was 200 mg/kg DRO and 0.05 mg/kg benzene. No samples for BTEX were performed for the diesel tank contaminated stockpile. Two samples of soil in the floor of each excavation for DRO and BTEX did not exceed Matrix B cleanup levels. Approximately 10 c.y. of contaminated soil was taken to Alaska Pollution Control, Inc.'s Chevron Plant in Palmer for high temperature thermal desorption.

"Greer Tank, Inc., UST Decommissioning/Site Assessment Report and Release Investigation Report" dated November 1991, and received this date by ADEC, a Notice of Violation letter was sent out this date requesting a site assessment/release investigation. Reports to be sent in within 30 days after confirmation of release. Corrective actions must be documented in an Interim Corrective Action Report to be sent in within 60 days after the conformation of a release. The tanks were removed on 8/28/91. Sample GT-10 beneath the west end of the gasoline was the only excavation floor sample with detectable benzene which was 0.032 mg/kg (below the Matrix Level B used at the time of cleanup). Contaminated soil was hauled to Alaska Pollution Control for disposal and stockpiled soils below the cleanup levels were used as backfill. Robert Weimer

10/16/2008 Document, Report, or Work plan Review - other Reviewed a copy of the Shannon & Wilson, Inc. "Results of Monitoring Well Installation and Sampling Upgradient of Greer Tank Facility, Anchorage, Alaska" dated 7/3/91 and addressed to United Lumber Co. total of six soil samples and one water sample were collected from Boring B8MW which was located off the southeast corner of Greer Tank property. No halogenated volatile organics or aromatic hydrocarbons were present in the samples above detection limits. However, the soil and water samples were reported to contain 170 mg/kg and 1 mg/l TPH, respectively, and were attributed to proximity to the railroad tracks and the Butler Aviation fuel line. 12/24/2008 Update or Other Action The Contaminated Sites Program (CSP) completed review of the files for Greer Tank Yard – PCE and Greer Tank Yard – USTs and subsequently sent a letter summarizing the site history and requested further soil and ground water sampling and characterization and direction on potential closure for two regulated underground storage tanks (USTs) that were removed. 2/18/2009 Meeting or Teleconference Held Sundet met with David Clark counsel for Greer Tanks, Dick Waller counsel for Alaska National Insurance, and Cory Loyd and Brandie Hofmeister of Dowl Engineers at Dowl to discuss DEC's 12/24/08 letter. Clark requested that DEC draft a ROD for site closure and share it with him in accordance to option a) as noted on page 2 of DEC's 12/24 letter. Rich Sundet
3/12/2009 Cleanup Complete Determination Issued On 3/12/09, DEC issued a ROD and Corrective Action Complete Determination. The determination noted that in 8/1991 two USTs were removed; two samples showed benzene remaining at 0.036 mg/kg of soil that was left in place or had been excavated and placed back into the excavation; about 10 cy of contaminated soil that was excavated was transported off site for thermal remediation; and one monitoring well installed showed groundwater met DEC cleanup levels (i.e., TPH detected at 1 mg/L). Based on available information, DEC issued the Corrective Action Complete Determination that the site did not pose an unacceptable risk to human health or the environment. Rich Sundet
