On November 10, 2008, the Kenai Area Office of the Alaska Department of Environmental Conservation (ADEC) received the Site Characterization Work Plan for the Residence- 217 Marathon Drive site in Seward, Alaska. This work plan was submitted on your behalf by Lisa Krebs (Travis/Peterson Environmental Consulting Group, Inc.). Based upon our review of the work plan, and subsequent discussion and e-mail communications with Lisa Krebs, your work plan for conducting site assessment activities at this site is hereby approved. |

Staff sent a letter identifying the need for a response to our review of the 1/9/09 report. (On January 9, 2009, the Kenai Area Office of the Alaska Department of Environmental Conservation (ADEC) received the Site Characterization Report for the Residence- 217 Marathon Drive site in Seward, Alaska. This report was submitted on your behalf by Lisa Krebs (Travis/Peterson Environmental Consulting Group, Inc.). On January 30, 2009, the department sent you review comments (copy attached) regarding the Travis/Peterson Environmental Consulting Group report. To date, we have not received a response to our review of the report. We also have not received a work plan for the installation of the proposed monitoring wells.
The department is concerned with the lack of recent activities that have occurred at this site. Please have your consultant provide a written response that addresses the review comments identified in our January 30th letter, and a work plan for the proposed additional monitoring wells by August 31, 2009. Please include a timetable for proposed additional work activities.)

Staff sent a letter to responsible party requesting additional information be provided in a work plan for additional site work that was submitted/revised 4 times (On October 29, 2009, the Kenai Area Office of the Alaska Department of Environmental Conservation (ADEC) received the Status Update for the Welch Estate corrective action, Seward, Alaska. This letter/plan was submitted on your behalf by Erik Mundahl (Travis/Peterson Environmental Consulting Group, Inc.). Based upon our review of the letter/plan, and subsequent communications with Erik Mundahl, the department received revisions to the letter/plan on November 17, 2009, November 18, 2009, and November 20, 2009.
While we concur with the need to install additional monitor wells at this site, and to replace the existing monitoring well, based on our review of the submitted information the department is unable to currently approve of the proposal to install additional monitoring wells at this property. The main difficulty the department is having with the proposal is that it lacks detail that should be included in a work plan that would allow us to know how the monitoring wells are going to be installed, developed, surveyed, and sampled, and how these activities will be documented and reported. In addition, the monitoring well diagram should provide the level of detail necessary to allow us to understand what is being proposed.
Please have Travis/Peterson Environmental Consulting Group, Inc. (Travis Peterson) develop a work plan that provides for the installation, development, surveying, and sampling of the proposed monitoring wells, and for the abandonment/replacement of the existing monitoring well. The following comments and concerns identified concerning the November 20, 2009 letter/plan are generated in an effort to assist Travis Peterson in developing a work plan that can be approved by the department:

On October 29, 2009, the Kenai Area Office of the Alaska Department of Environmental Conservation (ADEC) received a Status Update for the Welch Estate corrective action, Seward, Alaska. This letter/plan was submitted by Erik Mundahl (Travis/Peterson Environmental Consulting Group, Inc.). Based on our review of the letter/plan, and subsequent communications with Erik Mundahl, the department received revisions to the letter/plan on November 17, 2009, November 18, 2009, and November 20, 2009. On January 14, 2010, Erik Mundahl submitted a revised corrective action plan for the above referenced site. Department staff reviewed the work plan and provided comments to Erik Mundahl. On February 2, 2010, a revised corrective action plan was submitted electronically by Erik Mundahl. The February 2, 2010 work plan was conditionally approved. |

Phone call with Roy Dudley regarding site issues and the potential for site closure. Roy indicated that he was getting pressure from the insurance company that was paying for the cleanup costs. Roy confirmed that Travis Peterson Environ Consulting Group was working for him and not the insurance company or Seward Plumbing and Heating. Roy felt that the report from Travis Peterson fulfilled the work plan, and the samples came back clean. I explained to Roy that I had reviewed the report, and had identified numerous comments and concerns regarding the report. I discussed vapor issues with Roy, Roy indicated that he had contracted with Davis Restoration who had removed all of the soft material from the house, scrubbed it, and sealed it. Roy indicated that Paul Davis had just recently accomplished this work. I told Roy that if vapor did reenter the house, that a vapor depressurization system could be effectively utilized to keep them from entering the residence, Roy was familiar with systems used for radon abatement. I told Roy that I hoped to have the response letter to the Travis Peterson report issued that day, and that I could e-mail it to him. Roy was anxious to get the site closed, we discussed that even if a second sample of the impacted well came back impacted, that site closure could be sought if his consultant identified that there were no receptors utilizing the groundwater. |

Based on the information provided it was determined that the contaminant concentrations remaining on site should not pose an unacceptable risk to human health or the environment. No further cleanup action is required at this time, provided that onsite groundwater is not used for drinking water.
