Feasibility Study for Point Whitshed and Mile 14 Sites, Cordova, July 2012
The final Feasibility Study (FS) prepared for the Native Village of Eyak under the Native American Lands Environmental Mitigation Program. This report also contains the laboratory data and data quality assurance for the previous characterization samples obtained at the Point Whitshed and Mile 14 Sites.
The contaminants of concern at both sites are lead and diesel range organics. The report suggests additional soil sampling to complete the delineation of the volume of soil that will need remediation and the installation of monitoring wells to determine if there is impact to the groundwater. If this is pursued, please submit a work plan to ADEC for the proposed work (18 AAC 75.335). |

The Alaska Department of Environmental Conservation (DEC) approved the Removal Action Report, Mile 14 Naval Radio Station Site, Cordova Vicinity, Alaska. The reported removal action was conducted to mitigate lead contaminated soil that exceeded the DEC Method Two Cleanup Level (CUL) for lead. The removal action consisted of excavating lead contaminated areas identified previously, field screening soil using an x-ray fluorescence (XRF) lead analyzer, collecting and analyzing soil samples from excavation limits, and off-site disposal of approximately 135 tons of lead contaminated soil. The remedial action accomplished the removal of a large amount of the contamination, but some contaminated soil was left in place. Maximum lead concentrations remaining along the north and south sides of the Power House were 10,500 milligrams per kilogram (mg/kg) and 6,120 mg/kg, respectively, from a depth of 2 feet. During the excavation effort, an extensive area contaminated with high concentrations of lead was discovered in the vicinity of the former barracks approximately 300 feet southeast of the Power House.
In addition, 19 primary and one duplicate sample were collected from ten points beneath the Power House concrete slab to determine if lead contamination is present beneath the foundation. One small area of contamination was identified, and it was recommended that this area be delineated to the north, northeast, and northwest.

DEC approved the Soil Remediation at the Mile 14 & Point Whitshed Naval Radio Station Sites Work Plan, dated July 2018. The Work Plan describes proposed activities to delineate the extent of contaminated soil at the Mile 14 Naval Radio Station Site and remove soil from both the Mile 14 and Point Whitshed Naval Radio Station sites. The work is expected to begin in 2018, and continue into 2019. Contaminants of concern (COCs) at both sites are diesel range organics (DRO) and lead. On July 27, 2018, DEC provided a conditional approval so the contractor could begin the fieldwork scheduled to begin during the week of July 30, 2018. |

DEC approved the Draft Excavation/Disposal Report, Soil Remediation at the Mile 14 Naval Radio Station Site.Excavation and removal of soil contaminated with diesel range organics (DRO) and lead was conducted at the Mile 14 site to the extent possible given the close proximity of groundwater to the surface. Two areas of highest concentration were targeted for excavation. A total of 679 cubic yards of contaminated soil was removed and shipped to the Columbia Ridge Landfill in Arlington, Oregon for disposal. Additionally, 20 cubic yards of concrete and metal debris were removed and disposed of at the Cordova Landfill. |

DEC reviewed and approved the Lead-and Petroleum Contaminated Soil Removal Action Completion Report for the Mile 14 Naval Radio Station Site 3. This report was drafted and submitted on behalf of the Native Village of Eyak. This report documented the removal of lead and petroleum contaminated soils during the 2023 field season at the location of the former Powerhouse area. Approximately 266 cubic yards of contaminated soils were excavated and removed. Additional site characterization and remedial action are needed at this site. Additional investigation and soil removal is planned for the 2024 field season. |
