Problems/Comments

The Donnelly Training Area (DTA) Rifle Range Military Munitions Response Program (MMRP) site is a closed range managed by Fort Wainwright and consists of 14.26 acres located 107 miles southeast of Fairbanks, Alaska, and west of Fort Greely in an area known as the "keyhole", on property owned by the Bureau of Land Management (BLM). The DTA Rifle Range was used from approximately 1950 to 1956. In 1995, custody of the property was realigned from Fort Greely to Fort Wainwright. A remedial investigation (RI) was conducted in 2010. The RI included an instrument aided visual survey (a Schonstedt magnetometer) to assist in identification of munitions explosive constituents (MEC) and munitions debris (MD) on the surface and subsurface. No MEC and MD was identified. As part of the 2010 RI 15 analytical soil samples were collected from 6-12 inches below ground surface (bgs) and analyzed for total metals, mercury and explosives. Samples were collected from the firing line, sounds, and backstop berms at the DTA Rifle Range. All analytical sample results collected during the 2010 RI were below DEC cleanup levels. Metals were detected, but were within background concentrations for the site. The RI recommended the site go to a No Further Action status under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and State of Alaska Contaminated Site regulations in 18 AAC 75. Based on the results from the previous investigations, DEC concurred with the recommendation for the DTA Rifle Range to go into a No Further Action status. Currently the land at the DTA Rifle Range is undeveloped, and the anticipated future land use is expected to remain the same as the current land use. The corresponding U.S. Army HQAES site number is: 02871.1089.

Donnelly Training Area Rifle Range and the Arctic Survival Area on April 19, 2013. This report incorporates acceptable responses to previously supplied comment and is approved. The PP identifies the U.S. Army’s preferred alternative (no further action) for the Munitions Response Site associated with the Fort Wainwright Donnelly Training Area (DTA) Rifle Range. 6/12/2017 Update or Other Action The site was investigated under the Military Munitions Response Program. No munitions constituents of concern or unexploded ordinance were identified, therefore the site was previously determined cleanup complete. 1/11/2019 Site Reopened This site was closed based on a recommendation for No Further Action in a 2013 Remedial Investigation report. Currently, there is a Proposed Plan and a Record of Decision (ROD) being finalized for ‘No Further Action’ at the Training Area (TA)-101, TA-105, Arctic Survival Area (ASA), and Donnelly Training Area (DTA) Military Munitions Response Program (MMRP) sites. Once the RODs are signed by the U.S Army and DEC, these sites will be re-evaluated for closure, and closure letters written and submitted prior to the site going to a Cleanup Complete determination. 11/19/2019 CERCLA ROD Approved DEC approved the Final Record of Decision (ROD), Defense Environmental Response Program, Donnelly Training Area (DTA) Rifle Range, Fort Wainwright, Alaska (April 2019). The ROD presents the selected remedy of No Further Action for the DTA Rifle Range located west of Fort Greely and managed by Fort Wainwright in Fairbanks, Alaska. The DTA is a closed range that consists of 14.26 acres. Based on analytical samples results from the 2010 remedial investigation (RI) no hazards associated with the former military munitions response activities were identified within the DTA Rifle Range. 3/3/2021 Cleanup Complete Determination Issued DEC has completed a review of the environmental records associated with the Fort Wainwright DTA Rifle Range MMRP located at Fort Wainwright, Alaska. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment, and no further remedial action will be required unless information becomes available that indicates residual contaminants may pose an unacceptable risk.
