Problems/Comments

This 475,902 acre site is divided into two areas adjacent to the operational ranges between Forts Wainwright and Greely, and the Donnelly Training area. The State of Alaska is the primary land owner. Rockets and bombs were dropped during training exercises between 1942 and 1973. The area was also used for air-to-air gunnery practice and tow target missions. Visual and aerial surveys and EM sweeps did not reveal any evidence of Munitions and Explosives of Concern (MEC) or Munitions Debris (MD) in 2006 and 2007. Evidence of fighting positions and bomb craters were identified during visual and aerial surveys in 2006 and 2007. The Fort Richardson 716th Explosives and Ordance Demolition (EOD) team conducted an Unexploded Ordnance (UXO) sweep on June 7-8, 2007 but did not detect any UXO. Metal concentrations did not exceed screening levels in any soil or sediment samples collected in 2007. Cyclotrimethylenetrinitramine (RDX) was detected in one sediment sample at a concentration below the screening level. Numerous munitions-related explosions were reported in this area during the Carla Lakes forest fire in 1998. Fire crews located mortar rounds, M16 ammunition clips, and 30mm cannon shell casings. Numerous homesteads are located in the area and several portions of the site have been proposed for timber sales. This site has been recommended for additional investigation for MEC and MC. Areas of greatest interest include homesteads, recreational access areas, and timber lease areas.

The Alaska Department of Environmental Conservation agrees with the recommendations in the report. Please advise when the Army believes they will be able to begin work to satisfy the recommendations listed below. 1) Due to the potential presence of UXO, all access to the confirmed target areas (i.e. the general areas surrounding Areas 1 and 2) should be restricted. No permits, sales, orleases, including over-the-counter land sales, remote cabin site stakings, residential land sales, timber sales, mining claims, and hunting permits, should be offered in the confirmed target areas. 2) Contact DNR to identify the locations of all current homesteads, and locations permitted for homesteads, in the east and west portions of the Former Bombing Area. 3) Contact all homesteaders in writing and conduct interviews to determine if any individuals can provide additional information regarding previous training activities and potential munitions hazards in the east and west Former Bombing Area. 4) Contact DNR and/or Doyon, Ltd. to determine if Doyon or other private parties currently have or are expected to receive title to any land within the east and west Former Bombing Area. 5) Contact the Department of Fish and Game to determine if the east and west Former Bombing Areas are used for subsistence activities (fishing, hunting and/or food gathering). 6) The identified target areas (Areas 1 and 2) should be forwarded to a remedial investigation. The document breaks the site into two MRS one where there is evidence of MEC use and the other were we have no direct evidence of MEC use. Both will need to be addressed in the upcoming RI. The historical photographic analysis examined photos from 1949 to 1999 for visual evidence of aerial bomb impact craters. The document is a historical photographic analysis of the bombing area between Fort Wainwright and Fort Greely, Alaska. Photographs dated between 1949 and 1999 were examined for visual evidence of aerial bomb impact craters. From this analysis, two areas have been recommended for further investigation: the Blair Lake Area (13,677 acres) and the Carla Lake Fire Area (10,921 acres). 8/8/2023 Document, Report, or Work plan Review - other DEC completed a review and submitted comments to the Army on the Revised Historical Records Review (HRR) for the Bombing Range between Fort Wainwright and Fort Greely Munitions Response Site (MRS). The document revises the 2019 Supplemental HRR to additionally address the MRS between Fort Wainwright and Fort Greely. The HRR consolidates all relevant information from previous site inspections, historical photographic analysis (HPA), and previous HRRs to assist both the regulatory and responsible parties to make informed decisions on future remedial work necessary for the site.
