Technical Memorandum, Former Bombing Range near Blair Lakes Site Visit Report Final, 18 April 2013 Fort Wainwright
The report documents the findings of site visits to the target area for the Bombing Range. The Alaska Department of Environmental Conservation agrees with the recommendations in the report. Please advise when the Army believes they will be able to begin work to satisfy the recommendations listed below.
1) Due to the potential presence of UXO, all access to the confirmed target areas (i.e. the
general areas surrounding Areas 1 and 2) should be restricted. No permits, sales, orleases, including over-the-counter land sales, remote cabin site stakings, residential land
sales, timber sales, mining claims, and hunting permits, should be offered in the
confirmed target areas.
2) Contact DNR to identify the locations of all current homesteads, and locations permitted
for homesteads, in the east and west portions of the Former Bombing Area.
3) Contact all homesteaders in writing and conduct interviews to determine if any
individuals can provide additional information regarding previous training activities and
potential munitions hazards in the east and west Former Bombing Area.
4) Contact DNR and/or Doyon, Ltd. to determine if Doyon or other private parties currently have or are expected to receive title to any land within the east and west Former
Bombing Area.
5) Contact the Department of Fish and Game to determine if the east and west Former
Bombing Areas are used for subsistence activities (fishing, hunting and/or food
gathering).
6) The identified target areas (Areas 1 and 2) should be forwarded to a remedial
investigation.

Submit approval letter for Final PSE for the Bombing Area between Fort Wainwright and Fort Greely. Report recommends forwarding the site for Remedial Investigation. The document breaks the site into two MRS one where there is evidence of MEC use and the other were we have no direct evidence of MEC use. Both will need to be addressed in the upcoming RI. |

ADEC provided review comments for the "Bombing Area Between Fort Wainwright and Fort Greely, Alaska, Historical Photographic Analysis Draft-Final Report" (dated April 2021) to the U.S. Army. The historical photographic analysis examined photos from 1949 to 1999 for visual evidence of aerial bomb impact craters. From this photograph analysis, two areas have been recommended for further investigation; the Blair Lake and Carla Lake Fire areas. |

ADEC provided approval for the "Bombing Area Between Fort Wainwright and Fort Greely, Alaska, Historical Photographic Analysis Final Report" (dated November 2021) to the U.S. Army. The document is a historical photographic analysis of the bombing area between Fort Wainwright and Fort Greely, Alaska. Photographs dated between 1949 and 1999 were examined for visual evidence of aerial bomb impact craters. From this analysis, two areas have been recommended for further investigation: the Blair Lake Area (13,677 acres) and the Carla Lake Fire Area (10,921 acres). This document was approved with the recommendation to keep all stakeholders involved with the project planning efforts. |

DEC completed a review and submitted comments to the Army on the Revised Historical Records Review (HRR) for the Bombing Range between Fort Wainwright and Fort Greely Munitions Response Site (MRS). The document revises the 2019 Supplemental HRR to additionally address the MRS between Fort Wainwright and Fort Greely. The HRR consolidates all relevant information from previous site inspections, historical photographic analysis (HPA), and previous HRRs to assist both the regulatory and responsible parties to make informed decisions on future remedial work necessary for the site.

The Alaska Department of Environmental Conservation (DEC) has reviewed the Final Revised Site Inspection Workplan which details tasks necessary to complete the revised SI and ensure it is performed in conformance with the U.S. Army Corps of Engineers (USACE), Baltimore District Performance Work Statement, dated March 2022. This Work Plan incorporates the findings of the revised Historical Records Review (HRR) (HGL, 2023a) and the resolutions and ideas generated during the Technical Project Planning (TPP) process. All responses to comments have been incorporated or closed out in the final document and are accepted. This document is now approved. |
