Problems/Comments

In 2008, a change-in-service (from regulated to unregulated) Site Assessment (SA) for a 1,500-gallon heating oil underground storage tank (UST) at the residence on Calhoun Avenue. No visual leaks or odors were observed as four soil samples and one duplicate were collected from the site. The samples were analyzed for petroleum constituents and polycyclic aromatic hydrocarbons (PAHs). A subsurface soil sample, collected approximately eight feet away from the UST location at a depth of four feet below ground surface (bgs) (6-12 inches below the UST depth) was non-detect (ND) for petroleum constituents. Three shallow soil samples collected at the: fill pipe, vent pipe, and wall northeast of tank; at a depth of 28”, 18”, & 32” bgs respectfully; contained detectable concentration of PAHs and diesel range organics (DRO), but below ADEC cleanup levels. No Quality Assurance/Quality Control (QA/QC) form was included with the SA report.

7/6/2009 Site Visit ADEC conducted a site visit with the environmental consultant Carson Dorn Inc to discuss environmental assessment requirement for a change-in-service for the underground oil storage tank at the Governor's Residence on Calhoun in Juneau. Bruce Wanstall
7/7/2009 Leaking Underground Storage Tank Cleanup Initiated - Petroleum ADEC evaluated the UST change in service Site Assessment Report and UST Assessment and Release Investigation regulatory sampling requirements. Soil boring depth and locations do not strictly meet the regulatory standard. The 500 gallon fiberglass tank is bordered on two sides by a retaining wall structure, limiting access for boring sites. In the 2008 Site Assessment, a soil boring advanced at the base of the retaining wall was screened to a depth over two feet below the bottom of the tank and petroleum vapors were not detected. Soil samples analysis supported the field test with non-detect results indicating the UST is not leaking. Drainage tiles at the base of the retaining wall channeled water subsurface water to the driveway and street. No signs of petroleum or staining were observed at these locations. ADEC requested that CDI obtain missing laboratory information and advance a soil boring next to and under the UST. Bruce Wanstall

4/16/2010 Cleanup Complete Determination Issued The site assessment investigation has identified residual contaminated at the site. Based on the information available, ADEC has determined no further assessment and no cleanup action is required and a Corrective Action Complete determination is granted. There is no unacceptable risk to human health or the environment, and this site will be designated as closed on the Department's database. ADEC approval is required for off-site disposal of contaminated soil in accordance with 18 AAC 78.600(h) and movement or use of potentially contaminated soil in a manner that results in a violation of 18 AAC 70 water quality standards is unlawful. However, since this site has met the most conservative soil cleanup levels, ADEC approves future off-site movement and disposal of soil associated with this release. This determination is in accordance with 18 AAC 78.276(f) and does not preclude ADEC from requiring additional assessment and/or cleanup action if future information indicates that this site may pose an unacceptable risk to human health or the environment.
