Problems/Comments
This site was the location of the old Ketchikan General Hospital building. After the site was a hospital, the building was converted to the Bawden Street Apartments which served the community as the primary rental housing for the Ward Cove Pulp Mill workforce until the mill was permanently closed in March 1997. The building was temporarily used to house Summer tour guides but it has been vacant for the past 9 years. The City of Ketchikan has documented the immediate danger of asbestos in and around the building. In 2012-2013, the building was demolished by the City as public nuisance. Samples of soils at the site have verified lead present at 692 mg/kg, in excess of 400 mg/kg cleanup level.

8/19/2016 | Cleanup Level(s) Approved | Migration to groundwater pathway not complete due to shallow bedrock found through out this site. No surface water pathways are present. Cleanup Levels approved were 8250 mg/kg DRO and 400 mg/kg for lead. | Sally Schlichting |
8/19/2016 | Site Characterization Report Approved | Several areas of the site have lead contaminated soil near or slightly above the 400 mg/kg cleanup level, with one location reporting a concentration of about 2,000 mg/kg. All TCLP results were below 5.0 mg/L. DRO found in two locations, only one location has concentrations above the cleanup level. Both locations may indicate an off-site source. Contamination is limited shallow soil overlying bedrock. | Sally Schlichting |
12/12/2016 | Cleanup Plan Approved | Site cleanup plan approved with conditions. All lead and DRO contaminated soil above respective cleanup levels will be excavated to bedrock. Estimated 30 cubic yards of lead contaminated soil is proposed for disposal at the Ketchikan Solid Waste Facility as polluted soil; approval from the Solid Waste program is required. Estimated 15 cubic yards DRO contaminated soil will be shipped to Roosevelt Landfill in Washington state. | Sally Schlichting |
