DEC received a request for site closure based on a meeting memo from environmental consultant files from 2008 that were not in the public file located at DEC offices in Fairbanks. The request was made due to environmental consultants claim of older fuel release although analytical data from 2008 indicate fresher fuel release. DEC denied the request for closure due to: memo not included in site file thus not providing DEC staff time to review and provide relevant comments regarding assumptions, as discussed previously with environmental consultant DEC to look to responsible party to prove existence of historical contamination and to delineate area of historical versus new contamination, and analytical data from 2008 is indicative of fresher fuel release. |

ADEC project manager visited site to observe soil sampling and documentation methods. Three borings were advanced following the approved work plan. One boring was placed through the source area, one was placed up-gradient and one was placed down gradient to the release along a nearby trailer. A photoionization detector was used to screen headspace samples for total volatile organic compounds (VOCs). The source area boring had VOCs approximately 400 ppm at 2 feet, increasing up to 1100 ppm at 8 feet and decreasing to low single digits at 24 feet. No VOCs were observed with the PID at the other two locations. Two soil samples were collected from each boring and will be analyzed for GRO, DRO, VOCs and PAHs. One additional sample was collected from beneath the source area trailer near the source area at a depth of 12". |

Site characterization report reviewed by ADEC staff. Purpose was to investigate whether fuel contamination following the 1/2008 release continues to impact the site. Three borings and one hand core were advanced at the site. Boring B1 was advanced to 24 feet below ground surface (fbgs)through or immediately adjacent to the initial release location. Impacted soil was observed in B1 from 2 to 20 fbgs with diesel range organics (DRO) observed in the 8 fbgs sample above inhalation and ingestion cleanup levels at 15,900 mg/kg. Gas range organics, volatile organics and polyaromatic hydrocarbons were also analyzed, but well below cleanup levels. |
