Problems/Comments

Contamination above regulatory criteria was detected in surface soil at the western and southern edges of the platform supporting this 7,000 gallon, upright, diesel AST during a site reconnaissance assessment in August 2001. Discovery was not associated with an ongoing release event at that time. Strong hydrocarbon odors were noted when bore holes were advanced around this tank near the city tank farm. Soil samples collected from within the liner at 1 ft. bgs contain DRO up to 3,920 mg/kg and GRO up to 614 mg/kg. During the site visit, it could not be determined whether the liner was intact or torn. BTEX and RRO were also detected below cleanup levels. This tank is referred to as Site 5A in OASIS' 2002 site reconnaissance report, which is filed under case ID: 2435.38.004.

Maximum contaminanant concentrations included DRO at 3,920 mg/Kg and GRO at 614 mg/Kg. BTEX was not detected over regulatory criteria. The city of Nightmute owned and operated this tank until it was transferred to Alaska Village Electric Cooperative (AVEC) in 1997. 4/10/2013 Meeting or Teleconference Held PM spoke with Robert Dreeszen (program manager at Alaska Village Electric Co-op) about characterization around the 7,000 gallon AVEC tank during an ADEC site visit in June 2013. AVEC was uncertain about ownership of the tank in question and believed it may belong to the City of Nightmute. PM sent PowerPoint slides, showing the tank and area in question and will follow-up with a PRP letter. PM also spoke with several village officials about their interest in sampling contaminated sites during a site visit planned for June 2013. Points-of-contact include Mayor Mary Matthias (647-6216), Tribal Council Member (Ignatius Tuluk; 647-6215), and City Administrator (Mark Tuluk; 647-6426). Nightmute owns a backhoe, but it's been broken for at least 10 years. Mr. Ignatius Tuluk indicated that city officials can operate a jackhammer to dig through rocky soil for sample collection near the hillside tank farm, but the land surrounding the village is swampy, marsh. 12/2/2013 Document, Report, or Work plan Review - other Reviewed Nightmute AVEC Tank Site Characterization Sampling and Treatment Report. Sampling was conducted in the vicinity of a 7,000 gallon aboveground storage tank located at the City owned tank farm. The AST has been out of service since 2010. Hand borings were advanced to between 8 and 16 inches below ground surface and soil samples were collected for field screening. Samples with the highest field screening results were submitted for laboratory analysis. Sample NTC 1 collected 8 inches bgs adjacent to the AST contained DRO at 3,630 mg/kg, sample NTC 2 collected 8 inches bgs approximately 5 feet away from the AST contained DRO at 545 mg/kg. An in-situ treatment cell is present at the site. A combination of Epsom salts and fertilizer was added to the landfarm soil to stimulate the biodegradation of petroleum in the landfarmed soil. 9/19/2018 Update or Other Action Alaska Department of Environmental Conservation (ADEC) reviewed site files of Alaska Village Electric Corp. sites and sent a letter to the AVEC main office requesting they contact ADEC by October 15, 2018 to schedule a meeting to discuss sites at which they are a responsible or potentially responsible party. 11/20/2018 Meeting or Teleconference Held The ADEC hosted a meeting with the Alaska Village Electric Corporation (AVEC) to discuss the 14 AVEC sites currently on the contaminated sites database. AVEC CEO, and environmental consultant were in attendance as well as ADEC program managers, and site project managers. Individual site status and cleanup needs were discussed for each site, in addition to overall funding sources, level of priority and forward progress at the sites as a whole. Chelsy Passmore
9/17/2019 Document, Report, or Work plan Review - other The ADEC reviewed the "Sampling Report for Nightmute Tank Diesel Contaminated Soil and Injection Well Treatment" submitted by AVEC. In 2009 a spill triggered ADEC response at which time AVEC installed an injection well under the generator building which was used to inject an inorganic nitrogen-based fertilizer solution into the soil for bioremediation purposes. Baseline analytical soil samples were collected prior to this treatment and contained DRO up to 2, 090 mg/kg. GRO and RRO were detected but were below ADEC MTGW cleanup levels. Chelsy Passmore
