Problems/Comments
On 11/12/08 DEC was notified that a historic 500-gallon underground home heating oil tank had been removed from the residence. A water sample taken from the on-site drinking water well was contaminated with diesel fuel above cleanup levels (6.74 mg/L). DEC inspection of the tank and residence found no indications of tank or fuel line failure. It was believed that the residence was constructed around 1958, and is currently heated with natural gas. The timeframe for use of the heating oil tank was unknown. The residence is served by a private drinking water well and is not supplied with water from public utilities. The residence is in an area that was heavily damaged during the 1964 earthquake (across the street from Earthquake Park).

5/6/2009 | Potentially Responsible Party/State Interest Letter | DEC issued a letter to Sam and Beth Rose informing them of their potential responsible party status. In addition, DEC reviewed and conditionally approved Garness Engineering's "Site Characterization and Work Plan for Telequana Heights,Lot 11". Within the work plan Garness Engineering proposed to do the following: • Decommission the existing drinking water well according to DEC guidance; • Collect soil samples near the former heating oil tank; • Drill a new well drinking water well in accordance with Municipality of Anchorage permit requirements; and • Install a monitoring well if groundwater is encountered shallower than 150 feet below ground surface and collect groundwater samples from this well to be analyzed for DRO and BTEX. DEC approves of the work plan provided three test pits or borings will be advanced (1 adjacent to the former drinking water well, 1 within the footprint of the former heating oil tank, and 1 between the well and the tank) to at least 20 feet below ground surface, field screened and sampled according to CSP’s 2002 LUST procedures manual. At least one soil sample will be collected from each test pit or boring based on field screening results. The soil samples will be analyzed for GRO, DRO, and BTEX according to state of Alaska (AK) methods. 11/6/2009 | Cleanup Complete Determination Issued | Following DEC’s review of Garness Engineering Group, Ltd’s “Site Characterization Report for Telequana Heights, Lot 11” dated September 22, 2009 DEC has determined no further assessment or cleanup action is required. The levels of contaminants of concern detected in soil do not exceed ADEC’s most stringent cleanup levels established in 18 AAC 75.341 Tables B1 and B2. Groundwater is not believed to be impacted since soil was determined to be clean beneath the former heating oil tank at 20 feet bgs and groundwater is over 150 feet bgs in this area. No contaminants of concern were detected in the new drinking water well. Therefore, there is no longer a risk to human health or the environment, and this site will be designated as closed. | Todd Blessing |
