Problems/Comments
On July 30, 2008, a french drain was excavated at the former Bassett Army Hospital site. Diesel range organics (DRO) up to 518 mg/kg and residual range organics (RRO) up to 4,110 mg/kg were found in sub-surface soil. Update on December 8, 2017: The French Drain was removed down to 8 feet below ground surface (bgs). Eight analytical samples were collected in a 23 x 31 foot excavation. One sample and duplicate sample were collected from inside the drain. All the samples were analyzed for DRO, RRO, gasoline range organics (GRO), benzene, ethylbenzene, toluene, xylenes (BTEX) and polynuclear aromatic hydrocarbons (PAHs). The only detectable results were from the sample and duplicate collected from inside the French Drain (see DRO and RRO results above). The extent of remaining French Drain beyond 8 feet bgs is not known. The excavation was backfilled with clean soil and regraded based off analytical sample results and zero parts per million headspace readings collected from the excavation floor and sidewalls. Presently, a subdivision has been built over this site. DEC considers this site to not be a risk to human health or the environment because no volatile organic compounds were detected, groundwater is not a drinking water source on Fort Wainwright, and there is 8 feet of clean soil between the remaining residual contamination and the surface.

12/13/2016 | Meeting or Teleconference Held | A two day Federal Facilities Agreement (FFA) and Stakeholders meeting was held on December 13 & 14, 2016. The main focus of the meeting was to develop a site discovery and site intake process that would satisfy requirements of the Fort Wainwright FFA, RCRA Permit, and two party agreements. The Army, EPA and DEC committed to a flowchart of the preliminary source evaluation process. Timelines were established for scoping a land use control implementation plan (LUCIP) and developing a contracting schedule for Fort Wainwright contaminated site investigations and remedial actions. Seven sites were proposed for inclusion into the FFA (three party agreement) by the Army and the RPMs documented the assignment of the regulatory path for these sites using a newly developed and agreed to signature form. | Dennis Shepard |
1/1/2017 | Document, Report, or Work plan Review - other | DEC approved the 2015 Annual Institutional Controls Report, Fort Wainwright, Alaska (August 2016). | Dennis Shepard |
12/11/2017 | Cleanup Complete Determination Issued | The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed a review of the environmental records associated with the Fort Wainwright Bldg. 4065 Former Bassett Army Hospital French Drain. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required unless new information becomes available that indicates residual contaminants may pose an unacceptable risk. | Dennis Shepard |
