Problems/Comments

The subject property is a vacant lot that had formerly been occupied by a territorial school building. The site had bulk fuel storage facilities, a pipeline, a generator building and a boiler room which were all potential locations of past releases. The vicinity of the former generator building was identified. The debris and overburden were removed. Field screening samples did not indicate contamination in this area. Phase I Environmental Site Assessment with limited sampling was conducted in October 2007; report was provided in March 2008. Additional information is found in brownfield tracking file no. 2405.57.001. Soil screening and analytical samples were taken from hand borings advanced in the vicinity of the former boiler room and the former tank farm area. Contamination (DRO up to 54,700 ppm) in the vicinity of the boiler room appeared to be limited to shallow soils and was horizontally distributed over a relatively small area. DRO contamination up to 29,700 ppm was identified in the vicinity of the former tank farm. Contamination appears to extend to a depth greater than 8 feet which was the deepest depth that could be achieved by advancing a hand boring. The majority of the contamination in this area is DRO but ethylbenzene was detected up to 11.7 ppm and benzene was detected up to 0.126 ppm. Three soil samples collected from the former boiler room and former tank farm were analyzed for VOCs, SVOCs and lead. One of the samples from the former tank farm area contained levels of 1-methylnaphthalene, 2-methylnaphthalene, and naphthalene above DEC cleanup levels.

Ten test pits will be excavated and soil samples will be collected in an effort to delineate the nature and extent of petroleum impacts at the site. If feasible, three wellpoints will be installed and sampled, potentially impacted drinking water wells will be sampled, and surface water samples will be collected if petroleum impacts are apparent. 12/22/2009 Site Characterization Report Approved Reviewed 2009 Site Characterization Report. 15 Test pits/auger borings were sampled, 4 in the vicinity of the former boiler room and 11 at the former tank farm. At the former boiler room, contaminants were not detected above cleanup levels. At the former tank farm, DRO was detected up to 25,100 mg/kg, GRO up to 10,100 mg/kg and benzene up to 0.9 mg/kg all in TP-11 at 4 feet bgs. The sample from 10 feet bgs in this test pit did not contain contaminants above cleanup levels. Samples from 4 other test pits contained DRO or GRO above cleanup levels. Generally contaminant concentrations were greatest in the immediate vicinity of the former tank farm and decreased with depth and distance from the source area. Results from Test Pits 5 and 6 indicate fuel contamination is not completely delineated to the west of the site, but the contaminant concentrations in these test pits are such that significant migration beyond this area is unlikely. Two well points were installed, though only one accumulated enough water overnight for a sample to be collected and only one 40 ml VOA was submitted to the lab; contaminants were not detected above cleanup levels.
