ADEC has serious concerns about the validity of the investigation. As you are aware the work was done without an approved work plan. The investigation did not follow the final work plan that was provided to ADEC.
ADEC does not support the conclusion that No Further Action is required at these sites based on this report.

The Alaska Department of Environmental Conservation received the Revised Final MMRP Remedial Investigation Report for Training Area 101, Training Area 105. Donnelly Training Area Rifle Range and the Arctic Survival Area on April 19, 2013. This report incorporates acceptable responses to previously supplied comment and is approved. And ADEC concurs with the recommendation for No Further Action at these four sites. |

The site was investigated under the Military Munitions Response Program. No munitions constituents of concern or unexploded ordinance were identified, therefore the site was previously determined cleanup complete. However, the U.S. Army is completing the CERCLA process to get a no further action Record of Decision for the site. |

The Army held a public meeting at the Pike's Waterfront Lodge in Fairbanks, Alaska to discuss the Proposed Plans for Training Area 101 Military Munitions Response Program (MMRP) site, Training Area 105 MMRP site, and the Arctic Survival Area (ASA) site. The meeting was to provide an opportunity for the general public to ask questions or raise any potential concerns about the 3 MMRP sites being recommended for No Further Action. |

This site was closed based on a recommendation for No Further Action in a 2013 Remedial Investigation report. Currently, there is a Proposed Plan and a Record of Decision (ROD) being finalized for ‘No Further Action’ at the Training Area (TA)-101, TA-105, Arctic Survival Area (ASA), and Donnelly Training Area (DTA) Military Munitions Response Program (MMRP) sites. Once the RODs are signed by the U.S Army and DEC, these sites will be re-evaluated for closure, and closure letters written and submitted prior to the site going to a Cleanup Complete determination. |

DEC approved the Final Record of Decision (ROD) Defense Environmental Response Program, TA-101, TA-105 and Arctic Survival Area (ASA) (dated October 2019). The selected remedy for the three military munitions sites is for No Further Action under the Comprehensive, Environmental Response, Compensation, and Liability Act (CERCLA). Co-located petroleum, oil, and lubricants (POL)/Hazardous, Toxic, and Radiological Waste (HTRW) sites will be cleaned up under State of Alaska regulations (18 AAC 75). |

DEC has completed a review of the environmental records associated with the Fort Wainwright Training Area TA-101 MMRP along the southwestern portion of Fort Wainwright, Alaska (FWA). Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required unless information becomes available that indicates residual contaminants may pose an unacceptable risk. A cleanup complete determination letter has been sent to FWA. |
