Problems/Comments
The New Stuyahok Old School site is approximately 7.9 acres. The Southwest Region Schools has built a new school on another location. The City of New Stuyahok has passed a resolution to accept the property and chosen buildings remaining on the site. The School District had funding to demolish selected buildings on the site and general cleanup of the site, but was not able to complete the contaminated soil cleanup due to budget shortfall. Two main buildings remain on the site: the gym building and the high school building. Over the years, numerous small spills at many of the day tanks have occurred. Also the fill lines to the high school day tank were found to be leaking. These lines were abandoned in place and new lines installed with known spill. In January 2003, a release was documented (approximately 150 gallons) on the northeast side of the former elementary school (03269900401). Bob Carlson with the Prevention and Emergency Response Program (PERP) oversaw the cleanup. Contaminated soil still remains at the site. Fuel migrated under the building and was not able to be cleaned up at the time. After the demolition of the buildings in 2009, test pits were excavated and sampled. Diesel range organic (DRO) contamination was identified in test pit B at levels up to 8,750 milligrams per kilogram (mg/kg)(10 feet below ground surface) near the gymnasium. Benzene levels were identified in the soil above the migration to groundwater cleanup levels but below the health-based cleanup levels. Significant contamination was found at the former AST farm and utility building during a 2010 PACP. At the former AST farm, soil samples collected 0 to 2 feet bgs contained DRO up to 7,410 mg/kg. Soils samples collected east of this location towards the utility building at a depth of 4 to 8 feet bgs contained DRO at 5,820 mg/kg. Soil samples collected at the utility building at a depth of 4 to 8 feet bgs contained DRO at 3,830 mg/kg. FKA Brownfield site 2618.57.002.

12/8/2009 | Document, Report, or Work plan Review - other | Received the Old K-12 New Stuyahok School Limited Phase II ESA Activities submitted by RSE dated December 8, 2009. According to the report, seven test pits were excavated at each of the reported spill locations including the area down gradient of the former tank farm location. Each test pit was excavated from 8 to 12 feet bgs. Groundwater was not encountered in any of the test pits during excavation. Soil samples were collected and field-screened approximately every four feet along each test pit wall starting at two feet bgs and every four feet thereafter. Soil samples that had the highest PID readings were sent in for laboratory analyses. Soil samples were also collected from the existing stockpile/landspread area. Conclusions indicate DRO, GRO and benzene levels above DEC migration to groundwater cleanup levels in Areas 1, 2, 4 and downgradient of the former tank location. Soil samples collected from the existing stockpile/landspread area have levels of DRO above DEC Health Based cleanup levels. RSE, the consultant, was unable to assess the subsurface soils associated with the fuel oil lines and they recommend further assessment. | Deborah Williams |
3/22/2010 | Brownfields Award | Notice to proceed was awarded to Oasis through SPAR term contract. Project managed under Reuse and Redevelopment Program. $2,907 EPA STRP funds expended. Site part of area-wide, including: New Stuyahok Old School Site, Pavella's Pit, Teacher's Housing Site, Weedman's/Brown Bldg, Dog Yard Site and Old Airport sites. $2,907 funded for each of the six sites, $17,442 total funding for New Stuyahok sites. | Deborah Williams |
5/24/2010 | Site Visit | Oasis, consultant for DEC, conducted a site visit for three days to collect information for the property assessment and cleanup plan (PACP). | Deborah Williams |
12/29/2010 | Document, Report, or Work plan Review - other | DEC received a Draft PACP for the New Stuyahok Old BIA School. According to the report the potential contaminants of concern at the various sites include DRO, GRO, BTEX, and PAHs. Known source areas with petroleum contamination include: the utility building AST; the former tank farm area; the area between the fuel pipelines between the tank farm and the utility building; the gymnasium AST; and the teacher's quarters AST. Oasis states that additional source areas may be present along other sections of the buried fuel oil pipeline system that were not investigated during the site characterizations. Oasis recommends further characterization to define the extent of most of the source areas and to estimate the volume of impacted soil and whether or not groundwater or surface water are impacted. | Deborah Williams |
12/30/2010 | Exposure Tracking Model Ranking | Initial ranking with ETM completed for source area id: 79002 name: Old BIA Tank Farm and Utility Bldg. | Deborah Williams |
5/21/2014 | Potentially Responsible Party/State Interest Letter | On this date, ADEC sent a PRP letter to BIA AK Region Director | Fred Vreeman |
6/28/2019 | Update or Other Action | Letter provided to BIA providing a list of 31 sites where BIA is a PRP and requesting a meeting to discuss long-term planning for cleanup at these sites. | Gretchen Caudill |
4/10/2020 | Update or Other Action | Site reassigned to Contaminated Sites on this date. FKA Brownfield file 2618.57.002. | Cascade Galasso-Irish |
