Problems/Comments

On July 8, 2009, a fuel pump malfunctioned causing an underground day tank to overflow and release diesel from the vent pipe to the ground surface outside the west side of the pump house. The fire well pump house is on the far northwest corner of the property where North Pole Middle School is located. 30 Cubic yards of contaminated soil was excavated and treated at OIT. A recovery well and monitoring well were installed at the time of the release. Free product was recovered from the water table intermittently for approximately a year after the release. Additional monitoring wells were installed offsite, and COC's have been detected above cleanup levels in groundwater. Soil gas collected in the road ROW during 2019 exceeded residential target levels for petroleum VOCs. Vapor intrusion is being explored at downgradient residential structures across the street, within 100 feet from the pump house.

1/28/2015 Final Cleanup Report Reviewed Soil removal actions were conducted in 2009. Contamination extended to the water table. Free product recovery efforts continued until recovery was no longer feasible. Contamination likely extends under the pump house. No groundwater data was evident in the file but residents in the area are on city water. Exposure or subsurface soil may still be a concern if excavation were to occur in the future. Site closure with Institutional controls might be possible if groundwater was evaluated. Kim DeRuyter

7/25/2018 Document, Report, or Work plan Review - other Received 2018 groundwater monitoring well installation and sampling report. Petroleum hydrocarbons were detected at concentrations above ADEC cleanup levels in both soil and groundwater at all three well locations (MW18-01, MW18-02,and MW-01). Consultant recommends additional delineation. Jim Fish
4/22/2019 Update or Other Action Received draft work plan for additional site characterization - soil borings, groundwater sampling, groundwater elevation, soil gas sampling, and possible VI evaluation in residential buildings (if warranted). Jim Fish
5/2/2019 Update or Other Action Received responses to work plan questions - two monitoring wells will be installed down-gradient of the pump house in 2019 (DEC had recommended additional delineation of groundwater using temporary well points); an assumption is being made that contamination exists beneath the building, but no assessment of vapor intrusion risk is being proposed at this time (although it is acknowledged as an open pathway in the CSM), instead assessment of vapor intrusion risks is being proposed for down gradient residences. Jim Fish
5/21/2019 Document, Report, or Work plan Review - other Work plan approved (additional monitoring well installation was included down-gradient of the pump house). Jim Fish
4/14/2020 Document, Report, or Work plan Review - other Received 2019 Site characterization report Jim Fish
8/14/2020 Document, Report, or Work plan Review - other Work plan received and approved for vapor intrusion investigation at residences located down gradient from the pump house (within 100 feet). Indoor air, outdoor air, and sub-slab (or near-slab or exterior soil gas) samples will be collected, depending on access permission. Jim Fish
11/23/2020 Document, Report, or Work plan Review - other Received 2020 report for vapor intrusion evaluation of down-gradient residences. Soil gas and indoor air data indicate vapor intrusion was not occurring. Jim Fish
11/23/2020 Update or Other Action DEC received copies of letters sent to residences whose properties were sampled for vapor intrusion, and provided with sampling data by the consultant. Jim Fish
3/22/2021 Update or Other Action Approved work plan addendum, outlining recovery well decommissioning, and new monitoring well installation and proposed sampling. DEC encouraged consultant to consider a one-time substrate injection in the recovery well prior to decommissioning. Such action is still pending, awaiting vendor response. Work plan addendum was approved so consultant can move forward with proposed work. An update work plan addendum may be submitted if substrate addition materializes. Jim Fish
6/1/2021 Cleanup Plan Approved Approved one-time injection of PetroFix into the recovery well (prior to decommissioning) at the CONP Firewell Pump House site. Jim Fish
9/3/2021 Document, Report, or Work plan Review - other Received Summer 2021 Site Characterization report from consultant. Recovery well RW-1 was decommissioned and PetroFix and commerical electron acceptor blend for hydrocarbon remediation was injected. A soil boring was advanced and sampled and later completed as a new groundwater monitoring well (MW-21-01); groundwater was sampled from all monitoring wells; wells were surveyed and groundwater flow direction and gradient were determined. Jim Fish
9/14/2021 Site Characterization Report Approved Approved Summer 2021 Site Characterization report Jim Fish
