Problems/Comments

During a September 2009 site investigation, petroleum and solvent contamination were found in soil near a Class V UIC (underground injection control well) at the Carlile Transportation Systems Truck Shop at 1050 Aspen Street. Groundwater is also likely impacted.

Action Information

Action Date Action Description DEC Staff
12/4/2009 Spill Transferred from Prevention Preparedness and Response Program Spill transferred by PERP staff John Ebel. Spill number = 09309925901; spill date = 9/16/09; substance = diesel and solvents; quantity = unknown. Mitzi Read
1/11/2010 Site Added to Database A new site has been added to the database Mitzi Read
1/11/2010 Exposure Tracking Model Ranking Initial ranking with ETM completed for source area id: 78840 name: Class V UIC Mitzi Read
3/21/2011 Update or Other Action Contacted contractor for status: "The UIC well was closed in fall 2010. Installed groundwater monitoring wells in February 2011 to verify groundwater conditions at the site and to complete site characterization. By the end of next week, the Phase II ESA Final Report detailing closure of the UIC well should be complete, along with reporting of soil and groundwater results at the site. This report will be submitted along with EPA UIC Closure form to both DEC and EPA. All of the contaminated soil was excavated from the site and lab results indicate groundwater has not been impacted so the responsible party will request full closure for the site from both EPA and ADEC." Ann Farris
10/20/2014 Update or Other Action Reviewed 2011 UIC Closure and Release Investigation report; emailed consultant concerning VOC analyses of groundwater. Jim Fish
10/20/2014 Potentially Responsible Party/State Interest Letter PRP Letter sent to RP, along with letter asking for additional information on groundwater. Jim Fish
11/4/2014 Update or Other Action Responded to email from consultant asking for VOCs in groundwater, and groundwater gradietn & flow direction be determined. Also asked for well logs (if available). Jim Fish
2/9/2015 Update or Other Action Approved use of low-flow groundwater sampling with peristaltic pump because of small well diameter (under 2-inch). Jim Fish
2/9/2015 Update or Other Action Received work plan from consultant. Jim Fish
2/13/2015 Site Characterization Workplan Approved Work plan for groundwater sampling, well depth determination, and well elevation survey approved. Low-flow peristaltic pump approved for groundwater sampling because of small -diameter wells on site. Jim Fish
4/6/2015 Update or Other Action Received notice from consultant that they had difficulty in locating groundwater monitoring wells; may be buried under graded gravel. Will attempt to relocate when ground thaws. Jim Fish
6/5/2015 Update or Other Action Consultant was able to locate all groundwater monitoring wells however, the up-gradient well was damaged and could not be sampled. The drive had been graded and material plugged the casing. The contractor was able to collect groundwater samples from the source area and down-gradient wells to assess VOCs in groundwater. Without the third well, however, they were not able to triangulate/survey and confirm groundwater flow direction. Report pending receipt of analytical results. A determination to replace the up-gradient well may be made at that time, depending on the analytical results. Jim Fish
1/11/2016 Update or Other Action Update from consultant to RP via email, groundwater VOC samples from both down-gradient wells last summer were below cleanup levels; report is pending from consultant. Jim Fish
5/20/2016 Update or Other Action Received 2015 Groundwater monitoring report. Jim Fish
5/24/2016 Update or Other Action Comments sent to consultant requesting groundwater elevations & gradient calculations and additional groundwater sampling. Jim Fish
5/4/2017 Update or Other Action Contacted RP via email to inquire about site status and sampling plans for 2017. Jim Fish
7/27/2017 Update or Other Action Called RP to inquire on sampling plans for 2017. Jim Fish
9/22/2017 Update or Other Action Resent 2016 report comments to consultant and asked for update on site plans. Meeting with RP was held in August, 2017, but no work plan has yet been submitted to ADEC. Jim Fish
6/26/2018 Update or Other Action Called consultant to inquire about 2018 field plans. Jim Fish
7/30/2018 Update or Other Action Contacted RP via email on status of site and pending actions to address data gaps noted in 2016 correspondence. Jim Fish
7/11/2019 Update or Other Action Inquiry received from financial institution regarding off-site impacts to neighboring lots; ADEC responded that insufficient information was available to understand extent of groundwater contamination. Jim Fish
7/23/2019 Update or Other Action Received work plan from consultant; 3 to 4 new monitoring well installtion, with sampling and groundwater gradient determination, proposed. Jim Fish
8/1/2019 Site Characterization Workplan Approved Work plan for monitoring well installation, sampling, and groundwater gradient determination approved today. Jim Fish
4/10/2020 Update or Other Action Approved delayed reporting and implementation of another closed loop well survey to determine seasonal groundwater flow direction, and whether existing monitoring wells are hydrologically down-gradient from source area. Jim Fish
7/6/2020 Update or Other Action Received update from consultant on groundwater flow direction to SSW (30 deg) and approved monitoring well installation to the SW of the source area. Jim Fish
3/25/2021 Update or Other Action Received groundwater monitoring well installation and sampling report from consultant, as well as comment response table. Jim Fish
1/21/2022 Document, Report, or Work plan Review - other Revised 2019-2021 Groundwater monitoring report received today. Jim Fish
