Problems/Comments

A regulated 11,000-gallon UST, Facility 741 Tank #8, installed in 1993 and used to store diesel and unleaded gas, was removed on 11/23/09 along with associated piping and two concrete dispenserless islands. Two dispensers directly above the UST and another ~15' south of the UST were removed at an earlier unknown date. The UST and piping were in good shape and there was no observation of leakage or contamination around the UST or piping. The bottom of the 8’ by 30’ UST excavation was ~13.5' bgs. No GW was encountered during the UST removal activities. No signs of a smear zone or any layer differentiation was noted at the walls of the excavation. Approximately 66 c.y. of soil was removed and stockpiled. 10 screening samples were taken in situ from the area beneath the removed UST, piping, and the dispenser. Visual and PID screening showed no evidence of contamination of the in-situ soil at any of the test locations and all PID readings were 0.0 ppmV. Six in-situ soil samples, including one duplicate, were submitted for laboratory analysis of GRO, DRO, RRO, and BTEX from the 10 screening samples. All excavation sample results were ND for GRO, DRO, RRO, and BTEX except for Sample 6 which detected GRO at 4 mg/kg. The excavation was backfilled with all the stockpiled soil plus additional clean fill. No stockpile samples were taken prior to backfilling the excavation.

3/25/2010 Document, Report, or Work plan Review - other Reviewed a copy of the Environmental Management Inc. "Underground Storage Tank Removal, Site Assessment / Closure Report" dated November 2009. A regulated 11,000-gallon fiberglass, dual compartment, double-walled underground storage tank (UST), Facility 741 Tank #8, installed in 1993 and used to store diesel and unleaded gas, was removed on 11/23/09 along with associated piping and two concrete dispenserless islands. Two dispensers directly above the UST and another ~15' south of the UST were removed at an earlier unknown date from their concrete islands. The UST and piping were in good shape and there was no observation of leakage or contamination around the UST or piping. The tank was loaded onto a flatbed truck and hauled offsite by a Fisher's Fuel Inc. for recertification and reuse. The soil at the site consisted of brown sandy silt, with some cobbles. The bottom of the 8’ by 30’ UST excavation was ~13.5' bgs. No ground water was encountered during the UST removal activities. A deeper pit of limited area was dug from the bottom of the excavation at 13.5 feet bgs, beneath the former UST location, to approximately 19 feet bgs to search for groundwater but did not encounter any. No signs of a smear zone or any layer differentiation was noted at the walls of the excavation. Approximately 60 c.y. of soil was removed from the UST excavation and stockpiled and another 6 c.y. excavated from the area of the piping and stockpiled. Ambient screening of each excavated bucket of soil was performed and all resulting PID readings were 0. Ten in situ headspace screening samples were taken from the excavation limits in addition to the ambient screening. Eight of these samples were taken from the area beneath the removed UST, one from the piping area soil, and one from the smaller dispenser island area soil. Visual and PID screening showed no evidence of contamination of the in situ soil at any of the test locations and all PID readings were 0.0 ppmV. Six of the in situ soil samples were submitted for laboratory analysis of GRO, DRO, RRO, and BTEX. Three were from beneath the centerline of the former UST location at 14’, 15’, and 16’ bgs, the fourth was from 2’ bgs beneath the former piping and the fifth taken from 2’ bgs beneath the former smaller dispenser concrete island location. The sixth lab sample was a duplicate of the fifth sample. All excavation sample results were ND for GRO, DRO, RRO, and BTEX except for Sample 6 which detected GRO at 4 mg/kg. The excavation was backfilled with all the stockpiled soil plus additional clean fill. No stockpile samples taken prior to backfilling the excavation. Bill Petrik
