Problems/Comments

The Old BIA School tank farm is approximately 65 feet by 95 feet and is currently located within 40 feet of the current (built in 1996) high school. The tank farm associated with the old BIA school remains. There have been complaints about vapors and it is unclear whether the vapors are associated with the tanks or the contamination caused by spill associated with the tanks or another source. It is suspected that the tanks are at least contributing to the vapor problem which usually occurs when school windows are opened. There is a drinking water well on the other side of the generator building from the tank farm less than 100 feet distance. This well is incorrectly identified in the Pipeline Assessment and Certification Program (PACP) as the Kasigluk Akula HS & Elem although the correct drinking water system ID is associated. According to the PACP, this well was drilled to a depth of 165 feet and cased (without a screen recorded) to 158 feet. The well log shows frozen material from 4 feet below ground surface (bgs) to 136 feet bgs. According to the Source Water Assessment for the well, the well is grouted according to ADEC regulation. There are seven approximately 10,000-gallon tanks (actual sizes range from 7,180 to 9,620 gallons as they were originally delivered to the community as two nested sets) that have been at the location since 1952. The BIA conveyed the land to the State Department of Education in 1989. The Lower Kuskokwim School District is the caretaker for the site. The first documented release was an approximately 5,000-gallon spill of heating oil in 1991, probably before the new, currently used tanks were in place. During the spring, the water reaches the tanks and any historical seeping that has occurred over the years impacts the lake which is within 2 to 3 feet from the tank farm as connected by drainage canals dug by locals. Some of the tanks are about to tip over. The tanks are placed on plank wood on top of the tundra. According to Lower Kuskokwim School District (LKSD), the tank farm is listed on the State of Alaska Department of Education and Early Development, Capital Improvement Projects (FY2011), Major Maintenance Grant Fund. The project is presently ranked at #85. As it stands, there is no funding from the Department of Education to remove the fuel tanks or remediate any contamination at the tank farm. This site has 2 files: 2420.57.001 (contains Brownfield Program documents), and 2420.38.003 (contains site cleanup documents and some information from Brownfield efforts up until spring 2011). The stated reuse of this tank farm property is as recreational/conservation land. 2013 - Tanks located at the school were removed from the site and transported to Bethel via truck to a LKSD storage lot for future handling. 2014 - Wooden and metal debris associated with the former tank farm remain at the site and likely will not be reused in the community. Proper disposal will require transporting the material to the Bethel Landfill. The vertical extent of contamination has not been fully defined within this area. Permafrost is present. 2020 - Brownfield file 2420.57.001 consolidated with 2420.38.003.

1/7/2011 Document, Report, or Work plan Review - other DEC received a Property Assessment and Cleanup Plan for the Kasigluk Old BIA School Tank Farm. SLR conducted a site visit on September 16 through the 18th, 2010. SLR observed the tank farm with seven 10,000-gallon ASTs. All seven of the tanks were listing, and water inundated a portion of the Site. The eastern and northern boundaries of the tank farm were not fully assessed due to extreme water saturation. Areas of stressed vegetation were noted within and aroung the containment area. SLR advanced test holes in the immediate vicinity of the tank farm. Test holes were advanced to a depth of 1 foot bgs. Due to the presnce of standing water, no test holes were advanced on the north or east sides of the tank farm. Twenty-eight field screening samples were also collected from 1 foot bgs. Eight discrete samples and two duplicate samples were collected from the Kasigluk Old BIA Tank Farm site and analyzed for GRO, DRO, BTEX and PAHs. GRO, DRO, 1-methylnaphthalene, 2-methylnaphthalene, benzene, benzo[a]anthracene, benzo[a]pyrene, toluene, ethylbenzene, and xylenes were detected at concentrations above DEC Method Two soil cleanup levels. Maximum detected concentrations of GRO, DRO and BTEX compounds were 3,480 mg/kg, 555,000 mg/kg, 0.596 mg/kg, 31.9 mg/kg, 21.8 mg/kg, and 160.1 mg/kg, respectively. Based on the distribution of impacted locations and documented spills, it appears that spills have originated from the tank farm, south day tank, north day tank, and possibly the former tank stand. 9/22/2011 Update or Other Action Date of email from PERP rep Bob Carlson regarding his 9/16/2011 site visit. His observations were that this very wet and peaty tundra area and recommended a very limited removal approach based on what he thought was the most contaminated area (a hotspot which ran under the platform for tanks 2 and 4 and did not appear on the opposite (NW) side of that platform) which he estimated to be no longer than 15 feet in length. He was able to release only a limited amount of sheening otherwise. It is his opinion also, that a removal in the extent recommended in the PACP would do much more harm than good not only damaging the tundra but also encouraging mobilization of the remaining contamination. 12/13/2011 Meeting or Teleconference Held Telecon on this date with representatives of LKSD, ANTHC, PERP, and CS. Purpose of telecon was to learn more about the potential availability of equipment due to the ANTHC project and to discuss funding source for dealing with the tanks as they seem to be a concern as a source of the vapor complaints. One of the tanks contains a fuel/water mixture from a previous spill response. LKSD agreed to remove any contents from this tank that were free-flowing after Christmas. Need to develop some cost estimate detail that could be used for a funding request for dealing with tanks. The scope of the tank work needs to be better defined and may need to consider a scenario where the ANTHC equipment could be utilized for a cost savings before that equipment is demobed in April and another scenario where that opportunity is no longer an option. LKSD indicated that the tanks had not yet been cleaned as doing this at the current location is not feasible (and PERP concurred). Even after the free-flowing liquid is removed from the one tank, the tanks likely contain sludge and possibly other contents that present a spill risk until the tanks can be cleaned. Email from LKSD after telecon stating that the tank capacities are as follows:1 ea @ 7180 gallons, 2 ea @ 7950 gallons, 2 ea @ 8750 gallons, and 2 ea @ 9620 gallons. As was the practice in the BIA era, tanks were nested and delivered to remote locations and then assembled. Keather McLoone

12/16/2011 Update or Other Action The previous school was reportedly demolished 15 years ago according to the PACP text, but a figure included in the report on page 56 shows the building numbered 36 in this report is labelled both as the Old BIA and as Triplex Housing. The 2007 Community Map available on the DCRA website provided the aerial image in the PACP and also labels this building as the Old BIA School. This information was researched in order to better define the timeline and involvement of BIA at this site. Keather McLoone
