Problems/Comments
The Old AVEC Powerplant began operation around 1969. A new power plant was constructed and began operation in 2005. There has been one reported spill that occurred in 2001 which was a 15 - 20 gallon release of diesel #1. Other than that there has been no reported releases. The tank farm consists of eight tanks on the north side of the tank farm are contained in one bermed and lined area; the remaining tank in the southeast corner of the tank farm is in a separate lined area. A site reconnaissance of Koyuk was completed in 2001. The Native Village of Koyuk is interested in redeveloping the property because of its central location. It is currently located adjacent to the Community's Early Childhood Education building.

4/2/2013 | Document, Report, or Work plan Review - other | Brunner reviewed a report from EPA's Superfund Technical Assessment and Response Team describing a Targeted Brownfields Assessment done at the Koyuk Old AVEC Power Plant in 2012. The report is dated February 6, 2013, and contains a Phase I assessment of the site, as well as analytical testing results. According to the report, 11 soil samples were taken between two and six feet below ground surface, and then analyzed for diesel-range organics (DRO) and residual-range organics (RRO). Eight of the 11 soil samples contained DRO concentrations above DEC's migration-to-groundwater (MTG) cleanup level, with the maximum found concentration at 42,400 mg/kg.
