Problems/Comments
A spill occurred when an AT&T jet crashed during landing, due to an equipment failure, on April 30, 2008. Approximately 240 gallons of jet fuel spilled onto frozen ground next to the runway, 140 gallon of free product were collected during the initial response. Approximately 12 cubic yards of contaminated soil were stored on site in Supersacs. In May 2008 the soil was placed on a liner on an existing concrete pad on airport property. This landfarming cell was bermed and also had a top cover. In August 2008 the soil was treated with nutrients and microbes to facilitate remediation. All investigation-derived waste was treated on site using a smart ash burner. Interim sampling was conducted in October of 2008; gasoline range organics (GRO) and benzene, toluene, ethylbenzene, and xylenes (BTEX) were below ADEC cleanup levels. Diesel Range Organics (DRO) were found up to 1,700 mg/kg. In June 2009 confirmation samples were collected from the treated soil and analyzed for GRO, DRO, Residual Range Organics (RRO) and polynuclear aromatic hydrocarbons (PAHs). The GRO, RRO, and PAH concentrations were below applicable cleanup levels, DRO was found up to 253 mg/kg. The stockpile was retreated in July 2009, final samples were collected in August 2009 and tested for DRO only. DRO was found up to 18.9 mg/kg at that time. The soil has been in the treatment cell awaiting ADEC approval to use the material for runway maintenance.

6/9/2010 | Document, Report, or Work plan Review - other | Reviewed the May 28, 2010 Draft Letter Report of Contaminated Soil at New Horizons Telecom, Port Heiden Airport Spill. Pre-treatment soil samples had GRO at 389 mg/kg; GRO at 3,220 mg/kg; RRO at non-detect (J); Benzene non-detect (J); Toluene at 4.37 mg/kg; Ehtylbenzene at 8.76 (J); and total Xylenes at 62.4 mg/kg; 1-Methylnaphthalene at 16 mg/kg; and 2-Methylnaphthalene at 22 mg/kg. (J) is the note in report that says "Quantification is an estimate". Interim treatment GRO up to 418 mg/kg; DRO up to 4,360 mg/kg; Benzene up to 35.1 ug/kg; Toluene up to 1,120 ug/kg; Ethylbenzene up to 2,160 ug/kg and total Xylenes up to 31,400 ug/kg. (Units for BTEX were incorrectly reported as mg/kg, requested correction) Post-treatment samples showed GRO up to 15.2 mg/kg; DRO up to 253 mg/kg; and RRO up to 516 mg/kg. BTEX was not analyzed and 1-Methylnaphthalene was up to 14.1 mg/kg with some samples not analyzed; and 2-Methylnaphthalene was non-detect or not analyzed. No Laboratory Data Review Checklists were received, they will be requested. | Pam Clemens |
6/11/2010 | Update or Other Action | Sent email to George Herr, New Horizons Telecom, for clairfication of units for interim BTEX sampling and to verify where the proposed landspreading site is. Also requested the Laboratory Data Review Checklists for the reports. | Pam Clemens |
6/15/2010 | Update or Other Action | Left message for Ronda Kitchens with AT&T Alascom in the Fairbanks office and George Herr with New Horizons Telecom in Palmer, about the Potentially Responsible Party and cost recovery letter that is going out. | Pam Clemens |
7/26/2010 | Update or Other Action | Spoke to George Herr, with New Horizons Telecom, and Teresa O'Carroll, with Iliaskia Environmental. Received a corrected copy of the letter report and Table 1 from Teresa. She will be contacting the Port Heiden Airport to get the location where they plan to landspread the treated stockpile. | Pam Clemens |
7/26/2010 | Document, Report, or Work plan Review - other | Reviewed the Quality Assurance Report and the five Laboratory Data Review Checklists received from George Herr today, for reports in 2008 and 2009. | Pam Clemens |
7/26/2010 | Exposure Tracking Model Ranking | A new updated ranking with ETM has been completed for source area 78887 Jet Crash - April 30, 2008. | Pam Clemens |
11/9/2010 | Document, Report, or Work plan Review - other | Approved the DMC Technologies Workplan dated November 1, 2010 to landspread the approximate 30 cubic yards of soil from the treatment cell. The soil will be used by ADOT&PF for runway maintenance. | Pam Clemens |
11/18/2010 | Cleanup Complete Determination Issued | Based on information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment, and this site will be closed. | Pam Clemens |
