Problems/Comments
On 5/24/10 an area of petroleum contamination was encountered while excavating approximately 13.6 acres of land for the Temporary Equipment Maintenance Facility (TEMF) parking area. The potentially contaminated area is approximately 20 ft (Length) x 20 ft (Width) x 6 ft (Deep) (approx 89 CY). The contaminant of concern smells like weathered diesel. The PID headspace reading was 34 PPM.

Minor comment on the plan was given to Fort Wainwright. A revised plan was received June 3 by email that adequately addressed the comments. 6/3/2010 | Document, Report, or Work plan Review - other | Technical Memorandum, 336C Luzon Soil Removal Activities, June 2, 2010(Jacobs) On June 2 the Alaska Department of Environmental Conservation was given a copy of a draft work plan to excavate and characterize an area of suspected POL contaminated soil and characterize and properly dispose of the excavated soil. This was revised to two areas of soil based on the field screening in another location after the work plan had been submitted. The source of the first area discovered is unknown and drums labeled JP1 that were thought to have been used for a fighting emplacement may be the source of the second area. Due to the uncertainty in the sources of the contamination, please have the samples analyzed for the Alaska Methods AK101, 102 and 103, and for VOC’s, SVOC’s, RCRA metals and PCBs. | Debra Caillouet |

ADDITIONAL COMMENTS: (previous text still applies) this contamination site was found at the base (floor) of a historic 'bunker' constructed out of dirt filled 55 gallon drums; approximately 50 by number. The drums were crushed, shaken out and 'sniffed' with a P.I.D. No contamination was detected. As excavation progressed, a 20 yard side dump truck was filled but failed 'sniff' test prior to being hauled off site.
