Problems/Comments
The Fairbanks Natural Gas property consists of a natural gas storage and distribution system which supplies natural gas to the distribution infrastructure in Fairbanks. The primary components of the facility are liquid natural gas (LNG) storage vessels, odorization and vaporization equipment, a truck transfer area, heat exchangers, a building housing a boiler, and a control building. A subsurface site investigation in 2005 consisted of eight soil borings to depths up to 5 feet below ground surface (bgs) and installation of four groundwater monitoring wells for assessment of groundwater conditions. Stabilized groundwater levels in the wells ranged from 4.14 to 5.60 feet below the top of the well casing. Based on groundwater elevations calculated using an arbitrary datum at the Site, groundwater beneath the Site flows to the northwest. GRO, DRO, RRO, and glycols were not detected above the respective Method Reporting Limits (MRLs) in groundwater samples. Diesel Range Organics (DRO) and Residual Range Organics (RRO) were detected in soil at concentrations up to 14,000 mg/kg and 80,000 mg/kg, respectively. Metal concentrations in soil were generally similar to the concentrations detected in the two background samples collected. Gasoline Range Organics (GRO) were not detected above the MRL in the soil samples. At the time of site intake, no remediation or disposal activities with respect to the RRO and DRO had been conducted. Soil remediation is planned for summer 2010.

Potential contaminant source areas include thre burn area, a drum storage area, areas of stained soil and a potential drywell. Eight soil borings were advanced around the property and four groundwater monitoring wells were installed and sampled. Groundwater samples did not contain detectable concentrations of contaminants, however the wells were screened from 10-20 feet bgs with water levels at about 5 feet bgs. Soil samples contained contaminants above cleaup levels in thre of the boreholes, with DRO detected up to 14,000 mg/kg in a surface sample collected at the 'burn pile' and RRO up to 80,000 mg/kg in the same sample. The septic tank will be removed and investigated and the floor drain sealed as a UIC well in accordance with an EPA approved plan.
